Job Overview: The consultant will support the UNICEF Eastern and Southern Africa Regional Office (ESARO) in developing prototype programme delivery models that align with various country typologies. This role is part of a Strategic Moment of Reflection (SMR) initiative aimed at rethinking how UNICEF delivers results for every child. The consultant will analyze current programme delivery modalities, develop 3-4 prototype models, and create practical tools for collaborative workshops. The position requires close collaboration with ESARO leadership and the Design School in Cape Town, focusing on co-creating models that enhance UNICEF's delivery framework in response to evolving external landscapes and donor priorities.
Duties and Responsibilities:
Analyze UNICEF’s current programme delivery modalities across different country contexts.
Develop and articulate a set of 3–4 prototype models reflecting operational realities and strategic opportunities across typologies (e.g., MCOs, fragile/humanitarian, MICs, transition countries).
Translate these models into practical, visual, and interactive tools for collaborative use in workshops.
Support the design and facilitation of co-creation sessions during the Deputy Representatives’ Workshop and the RMT meeting.
Synthesize workshop outputs into actionable recommendations for a reimagined regional delivery framework.
Review key documentation and consult with ESARO leadership and selected Country Offices to inform the inception report.
Map ESAR countries into typologies through document review and targeted consultations.
Develop draft models and supporting presentation materials for each typology.
Collaborate with the Design School to prepare and facilitate working sessions during the Deputy Representatives’ Workshop. 1
Consolidate insights from workshops and refine models for presentation at the RMT.
Required Qualifications:
Advanced university degree (Master’s or higher) in Organizational Development, Systems Thinking, Public Policy, International Development, or related fields.
Minimum 8–10 years of progressively responsible experience in programme strategy, systems design, organizational change, or innovation in international development settings.
Demonstrated expertise in developing conceptual and operational models for programme delivery or organizational design.
Familiarity with UNICEF’s programming approaches and structures, especially in decentralized, multi-country, and humanitarian contexts.
Excellent analytical, facilitation, and visualization skills, including proficiency in tools such as Miro, Figma, or similar.
Strong communication and drafting skills, with the ability to synthesize complex information clearly and visually.

Educational Background: Candidates must possess an advanced university degree (Master’s or higher) in relevant fields such as Organizational Development, Systems Thinking, Public Policy, or International Development. Experience: The position requires a minimum of 8–10 years of progressively responsible experience in areas such as programme strategy, systems design, and organizational change. Additional Notes: The consultancy is remote-based, with the option to work from Nairobi if preferred. The consultant is expected to be available during standard Nairobi working hours for virtual coordination and meetings. Travel may be required to Nairobi and Cape Town for workshops, with UNICEF covering approved travel expenses. The assignment is governed by UNICEF's Consultant Contract and General Conditions, and selected candidates must be fully vaccinated against COVID-19 if required to visit UNICEF premises or interact with communities. The consultant is responsible for ensuring valid visas and health insurance for the duration of the contract.
