Job Overview:
The Lead engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer position is a critical role within the Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP), which is funded by the African Development Bank (AfDB) and implemented by IOM. The primary function of this position is to provide overall technical leadership for engineering activities across all project sites, ensuring that all engineering interventions are effectively planned, coordinated, and supervised. The Lead Civil Engineer will be responsible for reviewing and approving technical designs, Bills of Quantities (BoQs), and engineering documentation submitted by Civil Engineer Consultants. This role requires a strong focus on compliance with national building codes, safety standards, and environmental safeguards, as well as adherence to AfDB/IOM requirements. The Lead Civil Engineer will also lead efforts to resolve complex structural and engineering challenges that may arise during the design or implementation phases of the project. Regular quality assurance visits to project sites will be conducted to verify compliance with approved technical documentation, and the Lead Civil Engineer will play a key role in mentoring and building the capacity of Civil Engineer Consultants in quality assurance and adherence to engineering standards.

Duties and Responsibilities:
The Lead Civil Engineer will undertake a comprehensive set of duties and responsibilities, including but not limited to: providing overall technical leadership for engineering activities across all project sites; reviewing, validating, and approving all technical designs, BoQs, drawings, engineering calculations, and material specifications submitted by Civil Engineer Consultants; ensuring compliance with national building codes, safety standards, environmental safeguards, and AfDB/IOM requirements; leading the resolution of complex structural and engineering challenges; conducting regular quality assurance visits to project sites; reviewing and validating contractors’ progress reports, work certificates, and payment requests; ensuring timely and appropriate implementation of corrective actions identified by field engineers; leading technical coordination meetings with engineers, procurement staff, and construction companies; mentoring Civil Engineer Consultants; and contributing to the development of technical guidelines, tools, templates, and SOPs to enhance engineering oversight and quality monitoring.

Required Qualifications:
The position requires a Bachelor’s degree in Civil Engineering, Construction Management, or a related field, with a Master’s degree considered an advantage. Candidates must have a minimum of 6-8 years of progressively responsible experience in supervising civil works, including preparation and review of BoQs, cost estimates, and design documentation in accordance with national standards and codes. Experience in supervising and leading multi-site engineering teams is essential, along with a background in working with international organizations, humanitarian, or development projects. Candidates should possess excellent knowledge of construction materials, methods, and safety standards, as well as strong analytical, communication, and report writing skills. Proficiency in AutoCAD, MS Project, and MS Office tools is required, and familiarity with IOM procedures is an advantage.

Educational Background:
Candidates must hold a Bachelor’s degree in Civil Engineering, Construction Management, or a related field. A Master’s degree in a relevant discipline is considered an advantage and may enhance the candidate's qualifications for the role.

Experience:
The ideal candidate should have a minimum of 6-8 years of progressively responsible experience in the supervision of civil works. This includes experience in the preparation and review of Bills of Quantities (BoQs), cost estimates, and design documentation that aligns with national standards and codes. Additionally, experience in supervising and leading multi-site engineering teams is crucial, as well as a background in working with international organizations, humanitarian, or development projects. Candidates should demonstrate a strong understanding of construction materials, methods, and safety standards, and possess excellent analytical, communication, and report writing skills.

Languages:
Fluency in English and Arabic is required for this position. The selection process will specifically evaluate proficiency in these languages, which may include written and/or oral assessments. While English and Arabic are mandatory, knowledge of additional languages such as French or Spanish, which are also official languages of IOM, may be considered an advantage.

Any offer made to the candidate is subject to funding confirmation, and the appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government, where applicable. IOM provides coverage for consultants against occupational accidents and illnesses under the Compensation Plan (CP) at no cost for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance for such cases.
