In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Programme Analyst will play a crucial role in strengthening UN Women’s corporate systems and data transparency initiatives. This position involves supporting the continued roll-out and user adoption of PRISM, the Performance and Results Integrated System for Management, which is designed to enhance the organization’s ability to plan and manage results in a harmonized and data-driven manner. The incumbent will provide technical and training support to end-users, contribute to data quality assurance and analytics, and assist in advancing the organization’s transparency agenda through the International Aid Transparency Initiative (IATI) and UN Women’s Transparency Portal. The role requires collaboration with various stakeholders to ensure effective use of PRISM for planning, monitoring, and reporting, as well as enhancing data publication and transparency at the corporate level.

Duties and Responsibilities:
The Programme Analyst will be responsible for providing technical support to end-users to ensure effective use of PRISM for planning, monitoring, and reporting of Strategic Plans, Strategic Notes, and Workplans. This includes backend support for the management of PRISM, updating and managing PRISM Intranet pages, delivering Training of Trainers (TOT) sessions, and contributing to internal communication and change management efforts. The incumbent will coordinate with PRISM focal points from Country Offices, Regional Offices, and Headquarters to support the roll-out of PRISM, play the Global Admin Role in PRISM, and report system issues to the Information Systems Team (IST). Additionally, the Programme Analyst will coordinate IATI reporting processes, maintain and update UN Women’s IATI XML datasets, support the enhancement of the Transparency Portal, and contribute to PRISM enhancements ensuring integration with other corporate systems. The role also involves monitoring system performance, user feedback, and data quality, assisting in documenting business needs, and participating in User Acceptance Testing (UAT). The incumbent will prepare presentations and talking points for the SPREAD Director’s participation in ICT/ERP Board meetings and serve as the secretariat for the PRISM System Working Group.

Required Qualifications:
The position requires an advanced university degree (master’s degree or equivalent) in development-related disciplines, statistics, economics, information systems, computer science, ICT, public policy, or other social science fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage. The candidate must possess a good understanding of results management systems, the ability to link key business processes to data and system requirements, and experience in the application of results-based management in strategic planning, monitoring, and reporting.

Educational Background:
Candidates must have an advanced university degree (master’s degree or equivalent) in relevant fields such as development, statistics, economics, information systems, computer science, ICT, public policy, or social sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an advantage.

Experience:
At least 2 years of experience working with web-based results tracking systems, programme management platforms, or other online systems in the context of international development, humanitarian, and/or peace and security work is required. Additionally, at least 1 year of experience providing end-user support for corporate IT systems, including the preparation of user guides and training materials, and conducting training is necessary. Familiarity with the International Aid Transparency Initiative (IATI) and experience using Microsoft Power BI is also required.

Languages:
Fluency in English is mandatory, while knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
