Job Overview:
The Locum Nurse position is situated within the Medical Service of the Human Resource Management Section in the Division of Administration at ESCAP. This role is crucial for ensuring that UN staff members are fit to perform their duties and travel safely. The Medical Service acts as an occupational health service and on-site clinic for UN personnel and others at the UN complex in Bangkok. The Locum Nurse will temporarily fill in for the regular Nurse during their absences, providing essential medical services and support. The position requires a proactive approach to occupational health, ensuring that staff are prepared for missions and re-assignments, and providing primary care and emergency services as needed. The Locum Nurse will work closely with the Medical Officer to deliver high-quality health services to the UN community.

Duties and Responsibilities:
The Locum Nurse will have a variety of responsibilities under the direct supervision of the Medical Officer, including:
  • Assisting the Medical Officer in providing comprehensive occupational health and clinical services to the Medical Service clientele.
  • Ensuring that staff members traveling on missions are adequately prepared, which includes managing travel clearances and administering necessary vaccinations for international travel.
  • Providing primary care and making referrals to external healthcare providers when necessary, as well as delivering emergency care and life support in critical situations.
  • Administering vaccinations and writing prescriptions for medications as required.
  • Assisting in conducting physical examinations, electrocardiograms, and vital sign checks.
  • Offering guidance on occupational health matters, including conducting OSH briefing sessions for UN personnel and contractors.
  • Managing medical supplies by tracking usage and notifying the Medical Officer when supplies are low.
  • Performing other related duties as assigned, ensuring that the Medical Service operates efficiently and effectively.

Required Qualifications:
Candidates must possess a university degree (B.S. or equivalent) in nursing, medicine, occupational health, public health, or a related field. Additionally, formal training in CPR is required, and training in Basic and Advanced Cardiac Life Support or equivalent emergency medical care is highly desirable. A minimum of five years of progressively responsible clinical experience in nursing or a related area is required, particularly in administering immunizations, malaria prophylaxis, and working in an occupational health setting. Experience in inventory management and medico-administrative matters is also desirable, as is experience in a diverse, multicultural, multilingual organization. Proficiency in standard computer and IT tools, particularly MS Office, is required, and familiarity with electronic tools and clinical databases is highly desirable. A national registration and nursing license (e.g., Registered Nurse, Licensed Practical Nurse, or other relevant certification) is mandatory.

Educational Background:
The educational background required for this position includes a university degree in nursing, medicine, occupational health, public health, or a related field. This foundational education is essential for understanding the complexities of health care delivery within the UN context and for providing the necessary medical services to staff members.

Experience:
The position requires a minimum of five years of progressively responsible clinical experience in nursing or a related area. This experience should include administering immunizations, managing travel health issues, and working in an occupational health setting. Candidates should also have experience in inventory management and other medico-administrative tasks, as well as experience in a multicultural and multilingual environment, which is vital for working effectively within the diverse UN community.

Languages:
Advanced proficiency in spoken and written English is required for this position, as effective communication is crucial in a medical setting. Knowledge of the Thai language is considered a distinct advantage, as it may facilitate better interaction with local staff and clients.

The engagement of the selected consultant is strictly on a local basis only, meaning that candidates must be within commuting distance of the UNESCAP office, regardless of their nationality.
