In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. Job Overview:
The Consultant will provide technical and coordination support for the design, implementation, monitoring, and knowledge management of training activities under the project 'Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in Türkiye (2024-2027)'. This project aims to enhance access to quality prevention, protection, and empowerment services for women and girls at risk of and survivors of violence against women and girls (VAWG) in earthquake-affected provinces. The Consultant will work closely with the Programme Specialist and the Deputy Country Director, ensuring that all interventions are survivor-centered, trauma-informed, and responsive to institutional and service delivery needs. The role involves developing training methodologies, coordinating with various stakeholders, and ensuring that training programs align with national legal frameworks and international standards. The Consultant will also be responsible for monitoring and evaluating training outcomes and documenting best practices.

Duties and Responsibilities:
  • Provide Technical and Coordination Support for Training Design and Implementation under Output 1.3: This includes providing technical inputs to the design, methodology, and curricula of training programs for MoFSS staff and relevant stakeholders, ensuring sensitivity to the needs of women and girls. The Consultant will guide the development of survivor-centered and trauma-informed training content, coordinate with UN Women and MoFSS to engage qualified trainers, oversee training activities, and deliver or co-facilitate selected training sessions.
  • Support Development and Revision of Knowledge Products and Tools: The Consultant will develop and adapt technical guidelines, manuals, and standard operating procedures to accompany training programs, ensuring they align with national frameworks and international standards.
  • Coordination, Monitoring, Knowledge Management, and Technical Support: This involves providing technical support for inter-agency workshops, conducting consultations with government institutions, analyzing training evaluation data, documenting practices and challenges, and contributing to donor and progress reporting. The Consultant will also support the alignment of international expertise with national priorities.

Required Qualifications:
The position requires a Master's degree in gender studies, law, social work, psychology, public policy, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The Consultant must have at least 7 years of progressively responsible experience in EVAWG and women's protection services, with a strong track record in training and institutional capacity-building. Extensive experience in designing and implementing training programs for government institutions, shelters, or law enforcement is required, along with familiarity with survivor-centered, trauma-informed training methodologies.

Educational Background:
A Master's degree in gender studies, law, social work, psychology, public policy, or a related field is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
The Consultant must have at least 7 years of progressively responsible experience in EVAWG and women's protection services, with a strong track record in training and institutional capacity-building. Extensive experience in designing and implementing training programs for government institutions, shelters, or law enforcement is required. Familiarity with survivor-centered, trauma-informed training methodologies is an asset.

Languages:
Fluency in English and Turkish is required for this position.

Additional Notes:
This is a home-based assignment with potential travel to earthquake-affected provinces as needed. The total duration of the contract is 60 working days, to be completed within 12 months following the contract start date. Payments will be made monthly based on the provision of timesheets and supporting deliverables approved by the UN Women Programme Specialist. The Consultant is required to complete all mandatory UN training courses and submit certificates to the supervisor.
