Job Overview:
The Protection Officer (Migration Returns and Reintegration) plays a crucial role in supporting the effective implementation of voluntary humanitarian return activities. This position involves case management, ensuring data integrity, and coordinating with various IOM units and external stakeholders. The incumbent will be responsible for preparing weekly work plans, organizing staff deployment across protection assessment sites, and participating in field visits to various locations such as detention centers and embassies. The role also includes supporting interview processes, conducting screenings, and facilitating referrals for vulnerable cases. The Protection Officer will monitor follow-up actions on referred cases, coordinate with different units for timely information exchange, and ensure the accuracy of documentation related to case management. This position requires a proactive approach to problem-solving and collaboration with multiple teams to ensure the smooth execution of protection activities.

Duties and Responsibilities:
The duties and responsibilities of the Protection Officer include coordinating the preparation of weekly work plans, contributing to staff deployment across protection assessment sites, and participating in field visits to detention centers, embassies, clinics, and urban locations. The officer will support protection case management and outreach activities, conduct interviews, and provide pre-departure counseling using the MiMOSA system. Responsibilities also include carrying out AVM screenings, facilitating referrals of vulnerable cases, monitoring follow-up actions, and ensuring the completeness and accuracy of the Initial Manifest prior to submission. The officer will support charter flight processes, verify case eligibility, compile passenger information, and coordinate with medical teams for travel clearance. Additionally, the officer will participate in NFIs distributions, review paperwork for compliance, provide status updates for commercial flight bookings, and monitor case records in MiMOSA. The role requires providing technical support to team members, compiling regular reports on activities, and participating in internal discussions on SOP updates and process improvements.

Required Qualifications:
Candidates must possess strong written and verbal communication skills, excellent computer skills including proficiency in database applications and spreadsheets, and the ability to work effectively in a team environment. Familiarity with IOM’s administrative, financial, and business rules is advantageous. The role requires a proactive approach to problem-solving and the ability to coordinate with multiple units effectively.

Educational Background:
A Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution is required, along with five years of relevant work experience. Alternatively, a high school diploma with seven years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have experience supporting protection activities related to migrant vulnerability assessments, protection screenings, case management, or referrals. Experience in movement operations or transportation-related activities is an advantage. Familiarity with IOM’s administrative, financial, and business rules and practices is also beneficial. Experience with data management systems, particularly MiMOSA, is a plus.

Languages:
Fluency in English and Arabic is required for this position. A working knowledge of French is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Libya will be eligible for consideration.
