Job Overview: The Project Analyst – Environmental & Social Safeguards will play a pivotal role in the RISE-PS project, which aims to create employment opportunities and improve access to basic social services in Cabo Delgado, Mozambique. This position requires a strong commitment to ensuring that all project activities adhere to environmental and social safeguards as outlined in the project's Environmental and Social Impact Assessment (ESIA). The incumbent will be responsible for developing and implementing policies and procedures to mitigate potential negative impacts, engaging with local communities, and ensuring that the project's benefits are shared equitably. The role involves regular monitoring and reporting on environmental and social performance, making it essential for the incumbent to possess a deep understanding of sustainability practices and community engagement strategies. The Project Analyst will work closely with various stakeholders, including government entities, to promote peace and resilience in the region.
Duties and Responsibilities: The incumbent will be responsible for ensuring compliance with environmental and social safeguards throughout the project lifecycle. Key duties include:
Developing and implementing comprehensive policies and procedures to mitigate potential negative impacts as stipulated in the project ESIA.
Establishing a project-level Grievance Redress Mechanism (GRM) and ensuring its functionality throughout the project's lifecycle.
Conducting thorough assessments and preparing management plans in line with national and international standards.
Engaging with local communities and stakeholders to promote inclusive participation and address concerns.
Upholding accountability by monitoring and reporting on environmental and social performance.
Performing other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in Environmental Sciences, Natural Resources Management, or other relevant disciplines. Alternatively, a first-level university degree (bachelor’s degree) in the above fields combined with an additional two years of qualifying experience will be considered. The role requires a strong understanding of environmental and social safeguards, impact assessment, and community engagement strategies.
Educational Background: An advanced university degree (master’s degree or equivalent) in Environmental Sciences or Natural Resources Management is required. A first-level university degree (bachelor’s degree) in the relevant fields, combined with two years of qualifying experience, will also be considered. This educational background is essential for understanding the complexities of environmental and social issues in development contexts.
Experience: Applicants with a master’s degree are not required to have professional work experience. However, those with a bachelor’s degree must have a minimum of two years of relevant professional experience at the national and/or international level in social and environmental safeguards and/or impact assessment in an international development context. Experience in working with a range of stakeholders, including government and civil society organizations, is highly desirable.
Languages: Fluency in English and Portuguese (spoken and written) is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of project activities.
Additional Notes: The position is based in Pemba, Cabo Delgado, and will involve working under the direct supervision of the Head of Pemba Sub-Office/RISE-PS Project Manager.
