Job Overview:
The WASH Project Coordinator will play a crucial role in the implementation of Water, Sanitation, and Hygiene (WASH) programs under the supervision of the Chief of Mission and the Programme Manager (WASH). This position requires a proactive individual who can independently lead and coordinate project activities, ensuring they align with IOM’s regulations and procedures. The coordinator will be responsible for monitoring project implementation, analyzing challenges, and making recommendations for adjustments to work plans. The role also involves conducting research, compiling data, and presenting findings to relevant stakeholders. The coordinator will oversee budget expenditures, maintain records of project budgets, and ensure compliance with IOM policies and donor requirements. Additionally, the coordinator will facilitate capacity-building workshops, liaise with local authorities and partners, and contribute to the development of Standard Operating Procedures (SOPs) and new project proposals.

Duties and Responsibilities:
The WASH Project Coordinator will independently lead and coordinate the implementation of WASH projects, ensuring adherence to established plans and timelines. Key responsibilities include monitoring project activities, analyzing implementation difficulties, and recommending adjustments as necessary. The coordinator will regularly research and compile information on relevant developments, monitor budget expenditures, and maintain accurate records of project finances. They will also coordinate financial, administrative, and technical aspects of the project, plan and conduct capacity-building workshops, and maintain effective communication with local authorities and stakeholders. The coordinator will prepare correspondence, reports, and presentations, document good practices, and supervise reporting staff. Field visits will be conducted to assess damages and repair needs, and the coordinator will participate in technical assessments of sites for rehabilitation works. They will develop Bills of Quantity and other engineering documentation, provide technical support to procurement, and ensure quality assurance during project implementation. Regular monitoring of contractor compliance and participation in WASH-related meetings will also be part of the role.

Required Qualifications:
Candidates must possess a high school degree or equivalent with at least seven years of relevant working experience, or a Bachelor’s Degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, Public Health, or related fields with at least five years of relevant work experience. Certification as a licensed professional engineer is advantageous. Candidates should have experience in construction engineering and contract management, as well as exposure to the design, planning, and implementation of WASH projects. Experience working with NGOs or international organizations is also preferred.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent, with a preference for candidates holding a Bachelor’s Degree in relevant technical disciplines such as Civil Engineering, Water Resources Engineering, Environmental Engineering, or Public Health from an accredited institution. A certification as a licensed professional engineer is considered an advantage.

Experience:
The position requires candidates to have significant experience in construction engineering and contract management, with a minimum of five years of relevant work experience for those with a Bachelor’s Degree. Candidates with a high school diploma should have at least seven years of relevant experience. Experience in the design, planning, and implementation of WASH projects, particularly in a non-governmental or international organization context, is highly desirable.

Languages:
Fluency in English and Ukrainian is mandatory for all applicants, both oral and written. There are no additional language requirements listed as desirable for this position.
