Job Overview:
The HR Coordinator position is a senior role within the NRC's Area level structure, responsible for leading the HR and Administration team. This role involves providing strategic HR advice in alignment with NRC standards and supporting program and project implementation teams. The HR Coordinator will be tasked with implementing NRC's systems and procedures at the area level, ensuring compliance with NRC policies, handbooks, guidelines, and donor requirements. The position requires a proactive approach to managing HR functions, including recruitment, onboarding, performance management, and conflict resolution. The HR Coordinator will also play a crucial role in promoting the Prevention of Sexual Exploitation and Abuse (PSEA) standards within NRC and among beneficiaries, ensuring that all HR processes adhere to national labor laws and NRC policies. This position is pivotal in fostering a supportive and compliant work environment for all staff at the Area office.

Duties and Responsibilities:
The HR Coordinator will have a comprehensive set of duties and responsibilities, including but not limited to: implementing NRC's HR systems and procedures at the area level; ensuring adherence to NRC policies and national labor laws; preparing and submitting reports and analyses; managing the HR team at the Area level; developing and implementing administrative systems and procedures; promoting PSEA standards; advising on personnel conflicts and processes; coordinating with partners, suppliers, and authorities; developing Area-specific HR SOPs and policies; ensuring timely implementation of HR activities; supporting line managers with personnel queries; managing disciplinary measures and conflict resolution; maintaining accurate data in NRC files; processing national staff benefits; overseeing recruitment processes; providing personnel and recruitment reports; coordinating with the country office on staff development plans; analyzing work and development plans; supporting line managers with HR training; ensuring up-to-date staff records; and managing the Area level Admin team. Additional tasks may be assigned by the line manager as needed.

Required Qualifications:
Candidates must possess a Bachelor’s degree in a relevant field and have a minimum of 3 years of experience working in a humanitarian organization. Previous experience in complex and volatile contexts is essential, as is fluency in English. Candidates should also be fluent in Ukrainian and Russian, with previous experience in humanitarian negotiations considered a strong asset. The role requires strong context monitoring and analytical skills, networking and negotiation abilities, resilience in insecure environments, strategic thinking, and the capacity to empower and build trust among team members and stakeholders.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field, which may encompass areas such as Human Resources, Business Administration, Social Sciences, or related disciplines. This educational foundation is crucial for understanding the complexities of HR management within a humanitarian context and for effectively implementing NRC's policies and procedures.

Experience:
The HR Coordinator position requires a minimum of 3 years of relevant experience in a humanitarian organization. Candidates should have a proven track record of working in complex and volatile environments, demonstrating the ability to navigate challenges and implement effective HR strategies. Experience in humanitarian negotiations is highly valued, as it contributes to the candidate's ability to manage personnel issues and foster collaborative relationships with various stakeholders.

Languages:
Fluency in English is mandatory for this position, along with fluency in Ukrainian and Russian. These language skills are essential for effective communication within the organization and with beneficiaries, ensuring that HR policies and procedures are understood and adhered to by all staff members. Proficiency in additional languages may be considered an asset but is not required.
