Job Overview:
The WaSH Program Manager is tasked with implementing and achieving the objectives outlined in operational proposals. This role involves overseeing operational teams assigned to the program and ensuring the quality and performance of program activities. The manager is responsible for four sub-projects funded by the Agence Francaise de Development. The position requires internal and external coordination with multiple stakeholders and necessitates site visits to various sub-project locations. The role is critical in responding to the needs of the population in Ukraine, particularly in the context of the ongoing conflict and humanitarian crisis. Duties and Responsibilities:
The WaSH Program Manager will be responsible for the following duties:
  • Implementing and managing WaSH program activities in accordance with operational proposals.
  • Overseeing and coordinating operational teams to ensure effective program delivery.
  • Monitoring and evaluating the quality and performance of program activities, making necessary adjustments to enhance relevance and effectiveness.
  • Acting as the focal point for environmental and social consultancy, ensuring compliance with relevant standards.
  • Developing project management tools to streamline information sharing among internal stakeholders.
  • Coordinating with various stakeholders, including donors, local authorities, and community members, to ensure successful program implementation.
  • Conducting site visits to sub-project locations to assess progress and address challenges.
  • Adapting to security constraints and ensuring the safety of staff and program activities.
  • Reporting on program progress and challenges to senior management and stakeholders.

Required Qualifications:
Candidates must possess advanced graduate studies in Water Management (WaSH engineer) and have at least 2 years of experience in the humanitarian sector. Additionally, candidates should have a minimum of 3 years of experience in a similar position, demonstrating a strong understanding of WaSH activities and program management. Technical knowledge in areas such as water supply systems rehabilitation, water treatment methods, and sanitation is essential. Candidates should also have strong communication skills to facilitate collaboration with various departments and stakeholders, as well as the ability to deliver comprehensive documentation for WaSH rehabilitation projects.

Educational Background:
The position requires advanced graduate studies in Water Management, specifically in WaSH engineering. This educational background is crucial for understanding the technical aspects of water supply systems, sanitation, and hygiene promotion, which are central to the role.

Experience:
The ideal candidate should have a minimum of 2 years of experience in the humanitarian sector, with at least 3 years in a similar position. This experience should include program management and coordination, as well as technical expertise in WaSH activities.

Languages:
Fluency in English at a C1 level is mandatory. Knowledge of Ukrainian or Russian is considered an advantage, while proficiency in French is also beneficial for the role.

Additional Notes:
The position is a short-term contract with a duration of 6 months, starting on June 1, 2026, with the possibility of extension. The role is based in Dnipro, Ukraine, and involves working under challenging security conditions. The salary starts from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of EUR 700 is provided, along with accommodation costs and travel expenses. The organization offers a comprehensive insurance package covering healthcare expenses and other benefits. Living conditions include a fully equipped apartment in Dnipro city center, with access to various amenities despite the ongoing security risks.
