Job Overview:
The Shelter & WASH Project Manager will be responsible for leading high-quality programming and coordination across NRC's East Area Office. This role involves driving excellence in the Shelter and Settlements portfolio, mentoring and training technical teams, and ensuring adherence to NRC policies and donor requirements. The Project Manager will coordinate and implement Shelter projects according to established strategies and plans, manage grants and budgets, and supervise the development of Shelter staff. The position requires collaboration with local authorities and partners, as well as the organization of training sessions for the Shelter team and beneficiaries. The Project Manager will also be responsible for reporting on project activities and ensuring proper documentation of all project-related materials.

Duties and Responsibilities:
The duties and responsibilities of the Shelter & WASH Project Manager include coordinating and implementing Shelter projects in line with NRC's strategy, developing annual activity and work plans, managing project budgets and grants, and supervising Shelter staff. The Project Manager will also be responsible for line management of Project Coordinators and senior project staff, contributing to the development of country and area strategies, and ensuring high technical quality of projects. Specific responsibilities include managing all phases of the project cycle, providing regular reports to the Area Programme Manager (APM) and Shelter Core Competency Specialist (CCS), participating in recruitment processes, and promoting the rights of internally displaced persons (IDPs) and returnees. The Project Manager will also be accountable for adherence to NRC policies and ensuring that projects target those most in need of protection assistance.

Required Qualifications:
Candidates must possess a relevant university degree and have at least three years of field experience as a Project Manager, preferably in shelter programs within complex emergencies. The role requires expertise in project cycle management, risk management, staff development, and grants and budget management. Additionally, experience in logistics and administration management, as well as coordination and advocacy work, is essential. Strong communication and reporting skills, both written and oral, are mandatory, along with a valid driver's license. Knowledge of the context in Ukraine and local languages is considered an asset, as is experience with shelter program start-ups or exits.

Educational Background:
A relevant university degree is required for this position. This educational background should ideally be in fields related to humanitarian assistance, project management, or a similar discipline that equips the candidate with the necessary skills to manage shelter and WASH projects effectively.

Experience:
The ideal candidate should have a minimum of three years of field experience working as a Project Manager, specifically in shelter programs during complex emergencies. This experience should encompass responsibilities related to project cycle management, risk management, staff development, and the management of grants and budgets. Candidates with experience in logistics and administration management, as well as coordination and advocacy work, will be preferred.

Languages:
Fluency in spoken and written English is mandatory for this position. Knowledge of local languages in Ukraine would be considered an asset, enhancing communication with local stakeholders and beneficiaries.

Additional Notes:
The duty station for this position is Dnipro, East Ukraine, with linked field offices. The contract is expected to last until the end of 2026, with approximately 40% travel required to field locations. The position is classified under Grade 8 contract terms.
