Job Overview: The consultancy position is part of the BRACE project, a six-year initiative aimed at enhancing the resilience of education systems and communities in response to climate change impacts. The project, funded by the Green Climate Fund, will run from November 2025 to November 2030 and will involve conducting a series of assessments and evaluations across three countries: Cambodia, South Sudan, and Tonga. The consultancy firm or consortium will be responsible for executing a baseline assessment, interim evaluations, and a final outcomes evaluation, as well as developing a Monitoring, Evaluation, Accountability, and Learning (MEAL) Framework. This role requires a comprehensive understanding of the project’s objectives and methodologies, as well as the ability to engage with local stakeholders and ensure compliance with ethical standards.
Duties and Responsibilities: The consultancy will involve several key responsibilities, including:
Conducting a baseline assessment in Year 1 (January 2026 – May 2026) to establish initial conditions and benchmarks.
Developing a MEAL Framework that aligns with the evaluation package and supports the operationalization of the BRACE logical framework.
Performing an interim process and outcomes evaluation in Year 2.5 (2028) to assess progress and make necessary adjustments.
Executing a final outcomes evaluation in Year 5 (2030-2031) to measure the overall impact of the project.
Carrying out an impact evaluation in Cambodia, with the possibility of including South Sudan, depending on budget availability.
Developing harmonized assessment and evaluation methods across the three countries involved.
Recruiting and training local enumerators in accordance with Save the Children’s Localisation Policy.
Collecting data in local languages and ensuring analysis and reporting are conducted in English, along with local-language summaries as requested.
Adhering to Save the Children’s safeguarding, ethics, and data protection standards, including disability disaggregation where applicable. 1
Writing reports, validating findings, and disseminating results with project partners. 1
Delivering clean datasets, codebooks, and analysis scripts to ensure reproducibility of results.
Required Qualifications: Candidates must demonstrate a strong understanding of evaluation methodologies, particularly in the context of education and climate resilience. They should possess experience in conducting evaluations for large-scale projects, preferably in international development settings. Familiarity with the Green Climate Fund’s requirements and standards is highly desirable. Additionally, candidates should have a proven track record of working collaboratively with local stakeholders and communities, ensuring that evaluations are culturally sensitive and contextually relevant. Strong analytical skills and the ability to synthesize complex information into clear, actionable recommendations are essential.
Educational Background: A master’s degree or higher in a relevant field such as education, social sciences, environmental studies, or public policy is required. Candidates with a PhD or equivalent experience in evaluation or research methodologies will be given preference. Additional certifications in monitoring and evaluation, as well as training in ethical research practices, are advantageous.
Experience: The position requires a minimum of 5-7 years of relevant experience in conducting evaluations, particularly in the fields of education and climate resilience. Experience working with international organizations, NGOs, or governmental agencies in similar roles is essential. Candidates should have a demonstrated ability to manage complex projects and lead teams effectively, as well as experience in capacity building and training local staff.
Languages: Fluency in English is mandatory, as all reporting and analysis will be conducted in this language. Proficiency in local languages spoken in Cambodia, South Sudan, and Tonga is highly desirable, as it will facilitate data collection and engagement with local communities. Knowledge of additional languages relevant to the project areas will be considered an asset.
