Job Overview:
This position involves providing national consultancy services aimed at strengthening the vaccine generation sector in Colombia. The consultant will be expected to leverage their expertise in fields such as Chemical Engineering, Biochemistry, Biotechnology, Pharmaceutical Chemistry, Microbiology, or Pharmacy. The role is crucial for enhancing the capabilities within the biopharmaceutical industry, particularly in vaccine production. The consultant will work closely with various stakeholders to assess current capabilities, design training plans, and evaluate talent gaps in the workforce. The assignment is set for a duration of five months, during which the consultant will engage in activities that contribute to the overall improvement of vaccine production processes and public health policies related to human talent in health and biotechnology.

Duties and Responsibilities:
The consultant will be responsible for a range of duties including:
  • Conducting a comprehensive assessment of the current technical capabilities in the vaccine production sector.
  • Designing and implementing training programs aimed at addressing identified gaps in skills and knowledge among personnel involved in vaccine production.
  • Collaborating with regulatory bodies to ensure compliance with international standards such as GMP (Good Manufacturing Practices) applicable to vaccine production.
  • Providing expert advice on the development and improvement of production processes, quality control measures, and assurance protocols.
  • Engaging with public health officials to align training and development initiatives with national health policies and strategies.
  • Preparing detailed reports and documentation of findings, recommendations, and progress throughout the consultancy period.
  • Facilitating workshops and training sessions for stakeholders in the biopharmaceutical sector.

Required Qualifications:
Candidates must possess a minimum of a Master's or Doctorate degree in relevant fields such as biopharmaceutical industry, biotechnology, or talent management. Additionally, certification in international GMP regulations from recognized authorities such as the FDA, EMA, or WHO is mandatory. The consultant should demonstrate a strong understanding of the biopharmaceutical landscape, particularly in vaccine production, and have a proven track record of working in similar roles.

Educational Background:
The educational background required for this position includes advanced degrees (Master's or Doctorate) in areas related to Chemical Engineering, Biochemistry, Biotechnology, Pharmaceutical Chemistry, Microbiology, or Pharmacy. This educational foundation is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the vaccine generation sector.

Experience:
A minimum of six years of specific experience in the biopharmaceutical industry, particularly in the vaccine segment, is required. This experience should encompass areas such as production, quality control, research process development, quality assurance, and continuous improvement of biological processes. Furthermore, within the six years of experience, at least two years should be dedicated to diagnosing technical capabilities, designing training plans, and evaluating human talent gaps in the context of vaccine production and public health policies.

Languages:
Fluency in Spanish is mandatory, and proficiency in English at a B1 level or higher is preferred. This bilingual capability is essential for effective communication with diverse stakeholders and for understanding international guidelines and regulations.

The consultancy is structured as a short-term contract lasting five months. It is a full-time position that requires the consultant to be based in Colombia.
