Job Overview: The National Environmental and Biodiversity Finance Policy Consultant position is designed to support the UNDP's efforts in enhancing environmental sustainability and biodiversity conservation in Tajikistan. The consultant will be responsible for developing and implementing financial policies that promote environmental protection and biodiversity conservation. This role requires a deep understanding of environmental finance mechanisms, policy development, and the ability to engage with various stakeholders, including government agencies, NGOs, and the private sector. The consultant will work closely with UNDP teams and local partners to ensure that financial strategies align with national priorities and international commitments related to environmental sustainability. The assignment is expected to last for 125 working days, spanning from December 2025 to November 2026, during which the consultant will conduct assessments, provide recommendations, and facilitate workshops to build capacity among stakeholders.
Duties and Responsibilities: The consultant will be tasked with a variety of responsibilities, including but not limited to: conducting comprehensive assessments of current environmental finance policies and practices in Tajikistan; developing strategic recommendations for enhancing biodiversity finance; engaging with stakeholders to gather insights and foster collaboration; preparing detailed reports and policy briefs; facilitating workshops and training sessions to build capacity among local stakeholders; monitoring and evaluating the implementation of financial policies; and ensuring that all activities are aligned with UNDP's mission and objectives. The consultant will also be expected to provide ongoing support and guidance to UNDP and its partners throughout the assignment period.
Required Qualifications: Candidates must possess a strong background in environmental policy, finance, or a related field. A proven track record of working on environmental finance initiatives, particularly in developing countries, is essential. The consultant should have excellent analytical skills, the ability to synthesize complex information, and strong communication skills to effectively engage with diverse stakeholders. Familiarity with UNDP's operational procedures and policies will be an advantage. Additionally, candidates should demonstrate a commitment to sustainable development and a passion for biodiversity conservation.
Educational Background: A master's degree or higher in environmental science, finance, public policy, or a related field is required. Candidates with additional certifications or training in environmental finance or biodiversity conservation will be viewed favorably. A strong academic background that demonstrates a thorough understanding of the principles of sustainable development and environmental management is essential for this role.
Experience: The ideal candidate should have at least 5-7 years of relevant professional experience in environmental finance, policy development, or related fields. Experience working with international organizations, government agencies, or NGOs in the context of biodiversity conservation and environmental sustainability is highly desirable. Proven experience in project management, stakeholder engagement, and capacity building will be critical for success in this role.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Russian or Tajik is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work. Knowledge of additional languages relevant to the region may also be beneficial.
Additional Notes: This position is classified as an individual contractor role, and the consultant will be expected to work remotely from Tajikistan. The contract duration is for 125 working days, with flexibility in scheduling to accommodate project needs. The consultant will be compensated based on their qualifications and experience, in accordance with UNDP's policies for individual contractors.
