Job Overview:
The position seeks to hire an individual consultant with WASH technical, diplomatic, and stakeholder engagement skills to work with the WASH team at UNICEF. The consultant will facilitate engagement with the government of Tanzania and related stakeholders to streamline and guard the HOSI process. This role involves providing technical assistance and guidance to develop strategies and plans for high-level engagement, including facilitating meetings and accountability mechanisms with a focus on inclusivity. The consultant will work under the supervision of the WASH specialist at UNICEF and collaborate closely with a designated authority at the Ministry of Water. The consultancy aims to bolster commitment and leadership through multi-stakeholder sector collaboration and allocation of national resources to build strong national WASH systems, resulting in sustainable, climate-resilient water supply, sanitation, and hygiene service delivery.

Duties and Responsibilities:
The consultant will be responsible for developing an inception report with a detailed action plan and timeline for the assignment, coordinating and conducting stakeholder engagement meetings, and facilitating all HOSI-related meetings. They will also review existing national sector policies and strategies to inform the WASH situation, identify gaps, and recommend policy updates. Additionally, the consultant will conduct a WASH situation analysis through stakeholder engagement, draft the Tanzania Head of State Initiative (WASH Presidential Compact), and engage various stakeholders for the development of a five-year compact implementation plan and result framework.

Required Qualifications:
The position requires a Master’s degree in Public Health, Water and Environmental Health, Civil Engineering, Social Sciences, or similar fields, along with sound knowledge of WASH and climate-resilient WASH. Candidates should have at least eight years of progressive professional work experience in the UN or other international development organizations, national government, or the private sector, with a focus on policy development, institutional strengthening, program management, research, and strategic planning.

Educational Background:
Candidates must possess at least a Master’s degree in relevant fields such as Public Health, Water and Environmental Health, Civil Engineering, or Social Sciences, demonstrating a strong understanding of WASH principles and practices.

Experience:
A minimum of eight years of relevant experience is required, particularly at a senior level in policy development, institutional strengthening, program management, and strategic planning within both development and humanitarian contexts. Experience working with high-level government officials and navigating political environments is essential.

Languages:
Fluency in spoken and written English is mandatory, while knowledge of Kiswahili is considered an added advantage.
