Job Overview: The position of Local Expert for Technical Support and Oversight for Development of DVS is crucial for the successful implementation of the Digital Voucher System (DVS) project under the Opportunities for Social Inclusion and Rights through Improved Services for Persons with Disabilities in Armenia (OSIRIS). The expert will provide targeted support to UNDP, focusing on the IT and digitalization aspects of the project. This role involves ensuring that the DVS is developed, piloted, and delivered in compliance with the approved Terms of Reference, meeting the technical, functional, and business requirements set forth by both UNDP and the Ministry of Labor and Social Affairs (MLSA). The expert will oversee the development and piloting processes, ensuring quality assurance, system reliability, and final validation of the DVS. Additionally, the expert will collaborate with the Nork Technology Center to address interoperability platform-related matters, including data mapping and integration-related technical issues, ensuring that the system aligns with national digital infrastructure standards.
Duties and Responsibilities: The Local Expert will be responsible for a range of duties, including but not limited to:
Providing technical oversight and support for the development of the Digital Voucher System, ensuring adherence to the approved Terms of Reference.
Collaborating with UNDP and MLSA to define technical, functional, and business requirements for the DVS.
Conducting quality assurance checks throughout the development and piloting phases to ensure system reliability and functionality.
Supporting the Nork Technology Center in addressing interoperability issues, including data mapping and integration challenges.
Ensuring that the DVS aligns with national digital infrastructure standards and government interoperability platforms.
Preparing and presenting progress reports to UNDP and relevant stakeholders.
Engaging with various stakeholders to gather feedback and ensure the system meets user needs.
Assisting in the training of personnel involved in the implementation and use of the DVS.
Participating in meetings and workshops related to the project, providing expert insights and recommendations.
Required Qualifications: Candidates must possess a strong background in IT and digitalization, with specific qualifications including:
Proven experience in overseeing IT projects, particularly in the development of digital systems.
Strong understanding of government interoperability platforms and digital infrastructure standards.
Excellent analytical and problem-solving skills, with the ability to address technical issues effectively.
Strong communication skills, both written and verbal, to engage with stakeholders and present findings clearly.
Ability to work independently and collaboratively within a team environment.
Familiarity with the social inclusion and rights of persons with disabilities is an advantage.
Educational Background: The ideal candidate should have a minimum of a Bachelor's degree in Information Technology, Computer Science, or a related field. A Master's degree in a relevant discipline is preferred. Additional certifications in project management or IT governance would be advantageous.
Experience: Candidates should have at least 5 years of professional experience in IT project management, with a focus on digital system development and implementation. Experience working with government agencies or international organizations is highly desirable, particularly in the context of social inclusion initiatives.
Languages: Fluency in Armenian is mandatory, as the position requires interaction with local stakeholders and government entities. Proficiency in English is also required to communicate effectively with UNDP and international partners. Knowledge of additional languages would be considered an asset.
Additional Notes: This position is classified as a National Consultant role, and it is open only to Armenian nationals. The contract type is an Individual Contract (IC), with an estimated duration from December 2025 to August 2026, involving approximately 45 consultancy days. The duty station is primarily home-based, with occasional visits to the office in Yerevan. Candidates are required to submit their proposals directly through the UNDP supplier portal by the specified deadline.
