Job Overview:
The position of National Consultant for the final evaluation of the project 'Integrated Management of Natural Resources in the Bafing Falémé Landscape – GIRN PBF, PIMS 5677' involves assessing the outcomes and impacts of the project. The consultant will be responsible for evaluating the effectiveness, efficiency, and sustainability of the project interventions. This role requires a comprehensive understanding of project evaluation methodologies and the ability to analyze data and provide actionable recommendations. The consultant will work closely with UNDP and other stakeholders to ensure that the evaluation meets the required standards and contributes to the learning and improvement of future projects. The assignment is expected to last for 30 working days spread over 8 weeks, starting from December 29, 2025.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a thorough evaluation of the project, including its objectives, outcomes, and impacts.
  • Develop an evaluation framework and methodology that aligns with UNDP standards.
  • Collect and analyze qualitative and quantitative data from various sources, including project documents, stakeholder interviews, and field visits.
  • Engage with project stakeholders, including beneficiaries, to gather insights and feedback on project implementation.
  • Prepare a comprehensive evaluation report that includes findings, conclusions, and recommendations for future projects.
  • Present the evaluation results to UNDP and other relevant stakeholders.
  • Ensure that the evaluation process is transparent and participatory, involving key stakeholders throughout.

Required Qualifications:
Candidates must possess the following qualifications:
  • Proven experience in project evaluation, particularly in the context of international development.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Familiarity with UNDP policies and procedures related to project evaluation.
  • Excellent communication skills, both written and verbal, in French.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A minimum of a Master's degree in a relevant field such as social sciences, development studies, environmental management, or a related discipline is required. Additional certifications in project management or evaluation methodologies will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in project evaluation or related fields. Experience working with UN agencies or international organizations is highly desirable. Familiarity with the specific context of natural resource management in Guinea will be an advantage.

Languages:
Fluency in French is mandatory, as the project documentation and stakeholder engagement will primarily be conducted in this language. Proficiency in English is considered a plus, as it may facilitate communication with international stakeholders.
