Job Overview:
The Emergency Preparedness and Response Coordinator will work under the overall supervision of the Chief of Mission of IOM Micronesia and the direct supervision of the Head of Sub Office in Chuuk, Federated States of Micronesia (FSM). The successful candidate will support program activities that include developing Standard Operating Procedures (SOPs) with national and State Disaster Coordination Offices (DCOs) and the Department of Environment, Climate Change and Emergency Management (DECEM). Responsibilities will also involve gathering information pertinent to emergency response, conducting trainings and workshops, simulations, and tabletop exercises (TTX), and tracking prepositioned emergency relief supplies. The role requires providing technical expertise on emergency response contingency plans, post-disaster damage assessments, and coordination with the Protection Cluster to develop Information, Education, and Communication (IEC) materials, as well as conducting Psychological First Aid (PFA) trainings and developing dignity kits. The coordinator will assist in implementing activities of the RESILIENCE Project and other relevant activities concerning Emergency Preparedness and Disaster Risk Reduction (DRR) in the Sub Office, participating in task force and working group meetings as required, and liaising with key response partners.

Duties and Responsibilities:
The duties and responsibilities of the Emergency Preparedness and Response Coordinator include supporting the development and updating of SOPs for DCOs and DECEM, delivering trainings, workshops, and TTXs, and assisting in coordination at both State and National levels to develop and facilitate emergency response exercises. The coordinator will also be responsible for maintaining program information for donor reporting, coordinating project components, providing technical guidance on program reporting, leading community outreach events, and ensuring mission inventories contain appropriate stocks of pre-positioned disaster response supplies. Additionally, the role involves conducting regular inventories of warehouses, contributing to emergency response and relief activities, supervising and training directly reporting staff members, and participating in IOM planning events and training opportunities. The coordinator must work in compliance with IOM's policies and procedures, including the prevention of sexual exploitation and abuse, and may be required to travel for duty as assigned.

Required Qualifications:
The position requires a Bachelor’s degree or its equivalent in Political Science, Business Administration, Social Sciences, International Studies, International Relations, or a related field from an accredited academic institution. Alternatively, a High School Degree/Certificate in the above fields with at least seven years of relevant experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates must demonstrate experience with emergency response support management, preferably with international organizations or NGOs, and have experience in communication, coordination, and community outreach activities. Capacity building training experience is preferred, and working experience in an international organization, embassy, or NGO is an advantage.

Educational Background:
Candidates must possess a Bachelor’s degree or its equivalent in relevant fields such as Political Science, Business Administration, Social Sciences, International Studies, or International Relations from an accredited institution. Alternatively, a High School Degree/Certificate in these fields combined with significant relevant experience (at least seven years) is acceptable. The educational qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
The position requires experience in emergency response support management, particularly with international organizations or NGOs. Candidates should have a proven track record in communication, coordination, and facilitation of meetings, as well as community outreach for various activities. Experience in capacity building training is preferred, and having worked in an international organization, embassy, or NGO is considered an advantage.

Languages:
Fluency in English is mandatory, both oral and written. A working knowledge of Micronesian languages, preferably Chuukese, is advantageous. The proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Micronesia will be considered.
