Job Overview: The position of International Expert for Emergency Response Project is designed to address critical gaps identified in Albania's emergency preparedness and response capacities. Following a comprehensive Needs Assessment Report, the expert will be responsible for developing a project proposal that operationalizes the recommendations from the assessment. This role requires a deep understanding of emergency management, inter-agency coordination, and the specific needs of Albania's emergency services, including the alpine police, fire service, and health emergency systems. The expert will engage with various stakeholders to ensure that the project framework is comprehensive and aligns with national priorities. The assignment is expected to last for two months, starting in February 2026, and will involve significant collaboration with local authorities, NGOs, and the donor community to enhance the effectiveness of emergency response mechanisms in Albania.
Duties and Responsibilities: The International Expert will undertake several key tasks and responsibilities, including:
Reviewing and analyzing the Needs Assessment Report along with relevant legal, institutional, and operational frameworks to understand the current landscape of emergency response in Albania.
Consulting with key stakeholders, including national and local authorities, the donor community, emergency services, and NGOs, to identify priorities, partnerships, and implementation modalities. This may involve conducting meetings and workshops as necessary to gather insights and foster collaboration.
Developing a comprehensive project framework that outlines the overall goal, specific objectives, expected results, and outputs of the project.
Creating a logical framework (log frame) that includes indicators, baselines, and targets to measure the project's success.
Formulating a detailed work plan and implementation timeline to guide the project's execution.
Conducting a risk analysis and proposing mitigation measures to address potential challenges that may arise during the project implementation. The expert will also be responsible for delivering several key outputs, including an Inception Report, a Draft Project Proposal, and a Final Project Document that encapsulates all findings and recommendations.
Required Qualifications: To be considered for this position, candidates must possess the following qualifications:
An advanced university degree in emergency management, public safety, security studies, disaster risk reduction, or a related field.
A minimum of 10 years of international experience in developing and implementing emergency response or civil protection projects, demonstrating a strong track record in the field.
Proven experience in designing project proposals for international organizations, with a preference for those who have worked with OSCE, EU, or UN agencies.
Expertise in mountain rescue operations, fire service management, or health emergency systems, showcasing a comprehensive understanding of these critical areas.
A strong grasp of inter-agency coordination, volunteer systems, and staff work methodologies, which are essential for effective project implementation.
Excellent analytical, drafting, and communication skills in English, enabling the expert to convey complex information clearly and effectively.
Experience working in South-Eastern Europe is considered an asset, as it provides valuable context for the project.
Educational Background: Candidates must have an advanced university degree in a relevant field such as emergency management, public safety, security studies, disaster risk reduction, or a closely related discipline.
