Job Overview: The consultant will play a crucial role in the EU4Migration project in Albania, which aims to strengthen national capacities for the protection of unaccompanied and separated children (UASC). This position involves working closely with various stakeholders, including child protection authorities, social services, health and education institutions, and civil society actors. The consultant will be responsible for enhancing inter-agency coordination, providing technical guidance and coaching to child protection professionals, and improving data collection and reporting processes. The overarching goal is to ensure that all interventions prioritize the best interests and safety of the child, aligning with national standards and international child protection principles. The consultant will also facilitate multidisciplinary case discussions and contribute to the development of child-friendly procedures and safeguards.
Duties and Responsibilities: The consultant's duties will include strengthening UASC case-management procedures, improving case-management tools and guidance, providing technical guidance and on-the-job coaching for caseworkers, and enhancing documentation and data-collection practices. The consultant will also contribute to monitoring and reporting on UASC case-management activities, strengthen institutional coordination on UASC matters, and prepare brief meeting notes or coordination summaries from various meetings. Additionally, the consultant will deliver capacity-building materials and contribute to training sessions. Monthly reports detailing activities, accomplishments, and any issues encountered will be required, ensuring transparency and accountability in the consultancy engagement.
Required Qualifications: Candidates must possess an advanced degree from an accredited academic institution in Social Sciences, Political Sciences, or related fields. A minimum of one year of relevant professional experience is required, with a preference for candidates who have experience in child protection. Familiarity with the EU regulatory framework for UASC and experience engaging with local authorities and stakeholders, such as the State Agency for Child Rights and Protection and the Ministry of Health and Social Welfare, is also preferred. The ability to maintain accuracy and confidentiality in performing responsibilities is essential, along with excellent communication and report-writing skills in both Albanian and English.
Educational Background: An advanced degree from an accredited academic institution in Social Sciences, Political Sciences, or other related areas is required for this position. Experience: At least one year of relevant professional experience is required for this consultancy position. Additional Notes: The consultancy is expected to last for three months, from March 1, 2026, to May 31, 2026, and will be a full-time engagement based at the State Agency for Child Rights and Protection. Performance indicators for evaluating results will include the quality of reports delivered, teamwork ability, communication skills, confidentiality, timeliness, responsibility, and initiative. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational incidents.
