Job Overview: The position of Consultant for Anti-Corruption and Good Governance is designed to extend the roster of qualified local experts who can provide specialized technical assistance, advisory services, analytical work, and capacity-building support in the areas of anti-corruption and good governance. The consultant will be expected to align their work with the Inter-Sectoral Anti-Corruption Strategy (ISAC) for 2024 - 2030, which aims to address systemic challenges in Albania's governance framework. The consultant will play a crucial role in identifying and mitigating corruption risks, enhancing institutional capacities, and promoting transparency and accountability within public institutions. This position requires a deep understanding of the complexities surrounding corruption in Albania, as well as the ability to develop practical tools and methodologies that can be integrated into institutional practices. The consultant will also be responsible for engaging with various stakeholders, including civil society organizations, to foster inclusive approaches to governance and anti-corruption efforts.
Duties and Responsibilities: The consultant will be tasked with a wide range of responsibilities, including but not limited to: conducting corruption risk assessments and diagnostics; developing and applying risk-based methodologies and tools; creating integrity planning and institutional safeguards; establishing conflict of interest and asset declaration systems; designing ethics frameworks and codes of conduct; implementing whistleblowing systems and protection mechanisms; assessing procurement integrity and compliance systems; evaluating public administration reform and institutional governance; conducting financial investigations and asset recovery; drafting and reviewing anti-corruption legislation; developing training curricula and materials; and facilitating capacity-building initiatives. The consultant will also be expected to produce analytical reports, policy briefs, and advisory notes that identify key risks and reform priorities, as well as contribute to stakeholder consultations and multi-institutional coordination processes.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as law, public administration, political science, social science, economics, finance, or public policy. A first-level university degree combined with additional years of relevant professional experience may be accepted in lieu of an advanced degree. Additional certifications or specialized training in anti-corruption, financial investigations, AML/CFT, public procurement, audit, compliance, or related fields will be considered an asset. Candidates should have a minimum of 5 to 10 years of progressively responsible professional experience in anti-corruption, good governance, public administration reform, or related fields. Proven experience in specific areas such as corruption risk assessment, public procurement integrity, anti-corruption enforcement, and digital governance is highly desirable. Strong analytical, research, drafting, and reporting skills are essential, along with excellent communication and presentation skills in Albanian and a good working knowledge of English.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in law, public administration, political science, social science, economics, finance, public policy, or other relevant fields. A first-level university degree combined with additional years of relevant professional experience may be accepted in lieu of an advanced degree. Candidates with additional certifications or specialized training in anti-corruption, financial investigations, AML/CFT, public procurement, audit, compliance, or related fields will have an advantage in the selection process.
Experience: Candidates should have a minimum of 5 to 10 years of progressively responsible professional experience in anti-corruption, good governance, public administration reform, or related fields. Experience in one or more of the following areas is essential: corruption risk assessment and integrity systems, public procurement integrity and risk-based oversight, anti-corruption enforcement, financial investigations, tax fraud and asset recovery, AML/CFT frameworks, legal drafting, policy development, and public administration reform. Familiarity with the OSCE standards and best practices, as well as the EU accession process, is considered a strong asset. Experience in Albania or the Western Balkans region is highly desirable.
Languages: Fluency in Albanian is mandatory, and candidates should possess a good working knowledge of English. Proficiency in additional languages may be considered an asset, particularly those relevant to the region or the work of the OSCE.
Additional Notes: This position is offered under a Special Service Agreement (SSA) or as a consultant role.
