The OSCE Presence in Albania was established in 1997 with the mission to promote democratization, rule of law, and human rights, while consolidating democratic institutions in accordance with OSCE principles and commitments. Job Overview:
The National Human Resources Officer (NP1) position is a fixed-term appointment within the Human Resources Unit of the OSCE Presence in Albania. The successful candidate will work under the direct supervision of the Chief of Fund Administration. This role is crucial for ensuring the effective administration of human resources within the organization, which includes overseeing the application of OSCE Staff Rules and Regulations, managing payroll processes, and advising staff on their benefits and entitlements. The officer will also be responsible for the recruitment process, ensuring that new mission members are adequately briefed on their roles and responsibilities, and providing guidance on job descriptions and classifications. The position requires a proactive approach to managing human resources and ensuring compliance with established policies and procedures.

Duties and Responsibilities:
The National Human Resources Officer will have a comprehensive set of responsibilities, including but not limited to: ensuring the correct application of OSCE Staff Rules and Regulations; overseeing the administration of all staff categories; advising staff on benefits and entitlements; controlling payroll processes by reviewing data entries and ORACLE IRMA reports; briefing new mission members on their duties and obligations; advising on disciplinary matters; participating in annual budget submissions; providing guidelines for job descriptions; ensuring timely recruitment of national and international mission members; reviewing and approving vacancy notices; supervising the screening of applications; liaising with the Secretariat Talent Acquisition Section; monitoring contractual status and performance appraisals; and ensuring timely HR Assistants’ priorities related to contract management and processing procedures.

Required Qualifications:
Candidates must possess a first-level university degree in human resources, personnel management, public/business administration, or a related field. Additionally, they should have at least two years of progressively responsible experience in personnel management and administration, including recruiting, contracting, and entitlements administration. Experience in human resources management within national structures or international organizations is essential. Proficiency in Microsoft Office applications and familiarity with ERP software is required. Excellent oral and written communication skills in both English and Albanian are mandatory, while knowledge of at least one other OSCE regional language is considered an asset. Experience with integrated HR ERP systems or various digital HR applications is also advantageous.

Educational Background:
The educational requirement for this position is a first-level university degree in a relevant field such as human resources, personnel management, public/business administration, or a closely related discipline. This educational background is essential to ensure that the candidate possesses the foundational knowledge necessary for effective human resource management and administration within the OSCE framework.

Experience:
The position requires a minimum of two years of progressively responsible and relevant professional experience in personnel management and administration. This experience should encompass various aspects of human resources, including recruitment, contracting, and the administration of entitlements. Candidates with experience in human resources management in national structures or with international organizations will be given preference, as this background is crucial for understanding the complexities of HR functions in a diverse and international environment.

Languages:
Proficiency in English and Albanian is mandatory for this position, as effective communication in both languages is essential for the role. Additionally, having a working knowledge of at least one other language from the OSCE region is considered an asset, as it enhances the candidate's ability to interact with a diverse range of stakeholders and contributes to the organization's commitment to inclusivity and diversity.

Additional Notes:
The position is a fixed-term contract with a full-time schedule, and it is classified at the NP1 grade level. The remuneration package is approximately 2,148 EURO, subject to national social security" style="border-bottom: 1px dotted #007bff !important;">security deductions, and OSCE salaries are exempt from taxation. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases based on relevant experience or previous remuneration. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware that OSCE appointments are subject to medical clearance.
