Job Overview: The position of Local BRIDGE Facilitator is crucial for the successful execution of the BRIDGE training workshops aimed at enhancing the skills and knowledge of election officials in Albania. The facilitator will work closely with an international BRIDGE facilitator to deliver a three-day workshop that is part of a larger initiative to modernize electoral training methods in the country. This role requires not only facilitation skills but also a deep understanding of the local electoral context and the ability to integrate local perspectives into the training materials. The facilitator will be responsible for ensuring that the training sessions are engaging, relevant, and effective in meeting the objectives of the project. Additionally, the facilitator will assist in the preparation of workshop materials and provide feedback on the training process to enhance future workshops.
Duties and Responsibilities:
Assist the international BRIDGE facilitator in planning and delivering the three-day workshop, which includes contributing to session facilitation, moderating group work, providing consecutive translation as needed, and engaging participants effectively.
Collaborate with the international expert to ensure that discussions, examples, and exercises are tailored to the operational environment of the Central Election Commission (CEC) in Albania.
Liaise with participants and workshop organizers to facilitate smooth implementation, which includes preparing materials, creating agendas, and conducting participant evaluations during the sessions.
Prepare a concise report summarizing the activities conducted during the workshop and the main outcomes achieved, ensuring that all deliverables are met in a timely manner.
Required Qualifications: The ideal candidate must possess accreditation as a BRIDGE Facilitator and hold an advanced degree in Law, Political Science, or a related field. A minimum of 10 years of experience in public administration, particularly in the electoral domain, is required. The candidate should demonstrate proven expertise in comparative electoral law and electoral integrity, along with knowledge of international best practices in this area. Familiarity with the political and social landscape of Albania is essential. Excellent communication and drafting skills in English are mandatory, while a working knowledge of Albanian or prior experience in the Western Balkans region is considered advantageous. The candidate should also demonstrate gender awareness and the ability to integrate a gender perspective into tasks and activities, as well as being computer literate and adaptable to online working environments.
Educational Background: Candidates must have an advanced degree in Law, Political Science, or a related field. This educational background is essential to ensure that the facilitator has a comprehensive understanding of the legal and political frameworks that govern electoral processes, which will be critical in delivering effective training to election officials.
Experience: The position requires a minimum of 10 years of experience in public administration, with a strong emphasis on electoral processes.
