Job Overview: The Senior Legal Officer will play a crucial role in monitoring, analyzing, and reporting on developments related to the rule of law in Albania. This position requires a deep understanding of the Albanian legal sector, including the functioning of justice institutions and legislative processes. The incumbent will provide expert advice on legislative and judicial reforms, develop and implement projects aimed at enhancing legal practices, and ensure compliance with international norms and OSCE commitments. The role demands excellent analytical skills, the ability to work under pressure, and a commitment to impartiality and objectivity in a diverse cultural environment. The Senior Legal Officer will also be responsible for supervising staff and managing performance within the department, ensuring that the team meets its objectives effectively.
Duties and Responsibilities: The Senior Legal Officer will be tasked with several key responsibilities, including: monitoring and analyzing developments in the Albanian legal sector; providing advice on legislative and judicial reforms; drafting recommendations to address gaps in domestic legislation; proposing and developing project proposals to support legal and justice sector reform; establishing and maintaining relationships with national and international partners; supervising and guiding project managers and support staff; managing performance and providing feedback for staff development; preparing various documents such as reports and memoranda; conducting rapid analysis on legal issues; and performing other duties as assigned by the Head of the Department. This role requires a proactive approach to identifying legal issues and proposing solutions that align with international standards.
Required Qualifications: Candidates must possess a first-level university degree in law or equivalent significant work experience in criminal justice. A minimum of 6 years of relevant, diversified, and progressively responsible professional experience is required, including at least 4 years in the practice of law. Candidates should have experience in drafting legal reports, knowledge of judicial reform issues, and familiarity with international human rights standards. Excellent analytical, communication, and interpersonal skills are essential, along with the ability to work collaboratively in a team environment.
Educational Background: The position requires a first-level university degree in law. Candidates with significant work experience in criminal justice may also be considered if they do not hold a formal degree. The educational background should provide a solid foundation in legal principles, courtroom procedures, and international legal standards, which are critical for the role.
Experience: Candidates must have a minimum of 6 years of relevant professional experience, with at least 4 years specifically in the practice of law. This experience should include work in legal and/or human rights issues within international organizations, as well as familiarity with drafting legal documents and reports. Experience in project management and the ability to operate at high government or diplomatic levels are also important.
Languages: Professional fluency in English is mandatory, with excellent communication, drafting, editing, and reporting skills. Knowledge of additional languages, particularly those relevant to the region, is considered an asset but is not mandatory.
