Job Overview: The Senior National Expert on Administrative Investigations and Anti-Corruption will play a crucial role in enhancing the operational capacity of the General Directorate of Anti-Corruption (GDAC) in Albania. This position involves drafting and validating two comprehensive operational manuals aimed at standardizing procedures for administrative investigations and improving the monitoring and reporting of anti-corruption recommendations. The expert will work closely with GDAC and the Minister of State for Public Administration and Anti-Corruption (MAPA) to ensure that the manuals reflect best practices and meet the needs of public institutions. The role requires a deep understanding of administrative law, anti-corruption measures, and public sector governance, as well as the ability to translate complex legal frameworks into practical guidance. The expert will also facilitate technical discussions and consultations to ensure institutional ownership of the developed manuals, ultimately contributing to the enhancement of accountability and transparency in public administration.
Duties and Responsibilities: The Senior National Expert will be responsible for a range of tasks throughout the assignment, including: A. Preparatory Phase: Reviewing relevant legislation and existing GDAC procedures, holding initial coordination meetings with GDAC to agree on the scope and structure of the manuals. B. Development of the Manual on Conducting Administrative Investigations: Drafting a comprehensive manual that includes procedural guidance, documentation requirements, practical templates, and mechanisms to enhance the quality and traceability of investigations. C. Development of the Manual on the Methodology and Reporting of GDAC Recommendations: Establishing a standardized methodology for monitoring and reporting on GDAC recommendations, including performance indicators and institutional responsibilities. D. Validation and Orientation: Presenting draft manuals during technical consultation meetings, incorporating feedback, finalizing the manuals for institutional adoption, and supporting the delivery of an orientation session for GDAC staff.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Law, Public Administration, Economics, Social Sciences, International Relations, Governance, or a related field. Additionally, they should have at least 8 years of progressively responsible professional experience in areas such as administrative law, anti-corruption, public sector governance, or compliance. Demonstrated experience in drafting procedural manuals and methodologies for public institutions is essential, along with familiarity with EU governance standards and international good practices in anti-corruption. Strong analytical, legal drafting, and reporting skills are also required, as well as excellent communication skills in both Albanian and English.

Experience in drafting procedural manuals and methodologies for public institutions is particularly important, as is familiarity with administrative investigations and integrity assessment mechanisms. Previous work with public institutions in Albania and contributions to monitoring or evaluation frameworks within public administration are also desirable.
Languages: Proficiency in Albanian is mandatory, along with a good working knowledge of English. These language skills are essential for effective communication with GDAC and other stakeholders, as well as for drafting and validating the operational manuals. Additional language skills may be considered an asset but are not required.
