Job Overview:
The Project Assistant (G5) position is a fixed-term appointment within the OSCE Presence in Albania, specifically under the Democratization Department. The successful candidate will be responsible for supporting the ExB project titled 'Enhancing Media Literacy, Legal Frameworks and Legal Standards in Albania'. This role involves a variety of tasks aimed at ensuring the smooth implementation of project activities. The Project Assistant will work closely with the Head of the Democratization Department and will be expected to draft correspondence, assist in project development, manage administrative tasks, and track project progress. The position requires a proactive approach to liaising with various stakeholders and ensuring that project objectives are met efficiently and effectively. The candidate will also be involved in preparing documentation and reports that are crucial for the project's success, thereby playing a vital role in the overall mission of the OSCE in Albania.

Duties and Responsibilities:
The duties and responsibilities of the Project Assistant include:
  • Drafting routine and non-routine correspondence related to administrative and substantive project matters, including working documents and background materials. This involves ensuring that all documents adhere to the required style, language, and format, as well as proofreading and editing for accuracy and clarity.
  • Assisting in the development and implementation of project activities by coordinating with counterparts, facilitating their participation, and drafting terms of reference for consultants and partners. The assistant will also monitor the implementation of activities and ensure timely submission of reports.
  • Performing administrative tasks such as scheduling meetings, making arrangements for events, managing reservations, and following up on budgets and expenditures related to project activities. This includes preparing various requests and documents such as travel authorizations and expenditure authorizations.
  • Keeping track of pending matters and deadlines, following up with other offices on budget and expenditure for specific project outcomes, and proposing necessary adjustments to the supervisor.
  • Conducting computer-based searches and collating information to support project development, as well as assisting in the preparation of presentations and papers by summarizing relevant statistics and data.

Required Qualifications:
Candidates must possess completed secondary education, supplemented by specialized training or studies in general administration, social sciences, or related fields. A minimum of five years of relevant working experience in administrative, program, or project support functions within international organizations, public institutions, civil society organizations, or private sector entities is required. The candidate should have experience in organizing events, coordinating administrative processes, and supporting project implementation. Strong research skills and the ability to assess and summarize large amounts of information are essential, along with the capability to multi-task and deliver results under tight deadlines. The candidate must also demonstrate the ability to work effectively with individuals from diverse nationalities, religions, and cultural backgrounds. Proficiency in Microsoft Office applications and excellent oral and written communication skills in both English and Albanian are mandatory.

Educational Background:
The educational background required for this position includes a High School Diploma or equivalent (GED). Additional specialized training or studies in fields related to administration or social sciences is preferred, as it enhances the candidate's ability to perform the duties associated with the role effectively.

Experience:
The position requires a minimum of five years of relevant experience in administrative, program, or project support roles. This experience should ideally be within international organizations or similar environments where the candidate has demonstrated their ability to manage administrative tasks, support project implementation, and coordinate with various stakeholders effectively.

Languages:
Fluency in both English and Albanian is mandatory for this position, as the candidate will be required to communicate effectively in both languages. Proficiency in additional languages may be considered an asset but is not a requirement for this role.

The OSCE retains the discretion to re-advertise or modify the job description as necessary. Candidates should be aware that the OSCE does not reimburse expenses related to interviews or relocation, and appointments are subject to medical clearance. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware that the OSCE does not request payment at any stage of the application process.
