Job Overview:
The ICT Specialist position is a pivotal role within the EU for Property Rights project, which aims to modernize Albania's administration" style="border-bottom: 1px dotted #007bff !important;">land administration system. This position offers an excellent opportunity to apply ICT business analysis skills to enhance governance, transparency, and economic development in Albania. The specialist will work closely with the State Cadastre Agency (SCA) and other stakeholders to analyze and optimize ICT-enabled business processes and service delivery. The role involves identifying inefficiencies and gaps in existing workflows and translating business needs into structured requirements. The ICT Specialist will act as a bridge between business stakeholders and technical teams, ensuring that ICT solutions are user-oriented and aligned with EU standards. This position is home-based, allowing for flexibility while contributing to a high-impact project funded by the European Union.

Duties and Responsibilities:
The ICT Specialist will be responsible for conducting a comprehensive analysis of existing ICT-related business processes and service delivery mechanisms within the State Cadastre Agency (SCA). This includes identifying inefficiencies, gaps, and opportunities for optimization. The specialist will facilitate stakeholder consultations, workshops, and interviews to elicit, analyze, and validate business requirements, workflows, and business rules. They will translate business needs into clear, structured, and actionable functional and non-functional requirements using industry-standard methodologies such as BPMN, use cases, and user stories. Additionally, the specialist will prepare high-quality documentation, including business requirements documents (BRDs), functional specifications, process maps, and workflow diagrams. They will support the design of target processes aligned with digital transformation objectives and EU best practices in land administration. The role also involves conducting gap analysis between current systems and required functionalities, providing recommendations for system enhancements or new solutions, and collaborating with technical teams to ensure accurate interpretation of requirements. The specialist will support testing activities, including preparation of test scenarios and user acceptance testing (UAT), and monitor implementation progress from a business perspective. They will consolidate and analyze key performance indicators (KPIs) related to ICT service delivery and system performance, provide inputs to procurement processes, and support change management activities to ensure that business processes and users are prepared for system adoption. Furthermore, the specialist will facilitate customer workshops/interviews to collect, analyze, validate, and document business requirements, processes, business rules, and workflows, and support LPIS preparatory activities by analyzing and documenting business processes, data requirements, and system interactions.

Required Qualifications:
The position requires a Bachelor's degree (or equivalent) preferably in computer science, information systems, or related fields with at least 7 years of relevant experience, or a Master's degree (or equivalent) in the same fields with a minimum of 5 years of relevant experience. Additionally, certification in Business Analysis (e.g., CBAP, CCBA) is desired. Candidates should possess strong analytical skills, experience in business process mapping, requirements elicitation, and preparation of functional specifications. Proven experience in analyzing and improving business processes and translating business needs into system requirements in large-scale or multi-stakeholder environments is essential.

Educational Background:
Candidates must hold a Bachelor's degree (or equivalent) in computer science, information systems, or related fields, or a Master's degree (or equivalent) in the same or related fields. The educational background should be complemented by relevant professional experience, as outlined in the required qualifications.

Experience:
A minimum of five (5) years of progressively responsible experience in ICT business analysis and support for complex information system implementation projects is required. This includes experience in business process mapping, requirements elicitation, and preparation of functional specifications. Candidates should have proven experience in analyzing and improving business processes and translating business needs into system requirements, particularly in large-scale or multi-stakeholder environments. Experience working with land administration systems or cadastral data, as well as experience within international organizations, is desired.

Languages:
Fluency in English and Albanian is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful execution of the role's responsibilities.

The contract type for this position is ICA - LICA - Specialist - Retainer, with a contract level of LICA 1
