Job Overview:
The position of Migration Secretariat Support Consultant is integral to the EU4Migration project in Albania, which aims to enhance the effectiveness and efficiency of border and migration management systems in alignment with EU standards. This role is crucial for supporting the implementation of the National Strategy on Migration (NSM) and its Action Plan (AP). The consultant will work closely with the Ministry of Internal Affairs (MoIA) to ensure that migration governance is improved and that the quality of asylum decision-making is enhanced. The consultant will be responsible for providing technical input, administrative support, and coordination efforts related to the NSM implementation, thereby contributing to the overall objectives of the project and the government’s commitments.

Duties and Responsibilities:
The consultant will perform a variety of tasks, including but not limited to: preparing technical input on migration policies, providing administrative and technical support to MoIA, assisting in the completion of benchmarks for Chapter 24, supporting coordination efforts related to migration and asylum governance, enhancing workflows related to NSM implementation, and providing technical input in policy development. Additionally, the consultant will be responsible for collecting information on EU best practices, preparing technical documents such as reports and action plans, monitoring and evaluating the NSM and its AP, and developing communication strategies and awareness campaigns on migration. The consultant will also draft policy briefs and participate in debriefing meetings with MoIA and IOM.

Required Qualifications:
Candidates must possess a completed advanced university degree from an accredited institution in fields such as Law, Public Administration, International Relations, Economics, Business Administration, Social Sciences, or Communications. Additionally, candidates should have at least 5 years of relevant professional experience, preferably in migration, asylum, public administration, or policy development. Knowledge of EU standards and international practices regarding migration is highly desirable, as is experience in engaging with local authorities and stakeholders. Previous experience working with UN agencies or EU-funded projects is also preferred.

Educational Background:
The educational requirement for this position includes an advanced university degree from an accredited academic institution in relevant fields such as Law, Public Administration, International Relations, Economics, Business Administration, Social Sciences, or Communications. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and analytical skills to effectively contribute to the project.

Experience:
The position requires a minimum of 5 years of relevant professional experience. Candidates should have experience in migration, asylum, public administration, policy development, or institutional development. Experience working with local authorities and stakeholders, as well as familiarity with EU standards and international practices regarding migration, is preferred. Previous involvement with UN agencies, EU-funded projects, or other international organizations will be considered an asset.

Languages:
Fluency in both Albanian and English is mandatory for this position. Strong communication skills in these languages are essential for drafting reports, policy briefs, and other documentation, as well as for effective collaboration with stakeholders and partners.

Additional Notes:
The consultancy engagement will take place from Monday to Friday, with a commitment of 6 hours per day based at the Ministry of Internal Affairs. The consultant will be required to submit monthly reports detailing activities, accomplishments, and any issues encountered. IOM provides coverage against occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational incidents. The appointment is subject to medical fitness certification and compliance with residency or visa requirements.
