Job Overview:
The position of Local Consultant - Migration Expert is integral to the 'EU4Migration in Albania' project, which aims to support the implementation of effective, efficient, and EU-aligned border and migration management systems in Albania. This role is crucial in addressing the gaps identified in the migration governance framework, particularly concerning the protection of vulnerable groups such as unaccompanied minors and victims of trafficking. The consultant will work under the supervision of the IOM Head of Office and the EU4Migration Project Manager, collaborating closely with the Ombudsman institution to provide technical assistance and develop recommendations that align with EU standards. The consultant will be responsible for analyzing existing legal and policy frameworks, drafting standard operating procedures, and enhancing inter-institutional coordination to ensure timely referrals and protection responses for vulnerable individuals. This position requires a strong understanding of migration governance, human rights, and the ability to engage with various stakeholders effectively.

Duties and Responsibilities:
The Local Consultant will be responsible for a comprehensive set of tasks, including:

• Analyzing the current legal, policy, and institutional framework for migration, focusing on pre-screening, referral, reception, and detention practices.
• Providing practical recommendations to enhance access to protection support, including information provision, interpretation, and legal aid.
• Assessing compliance with EU standards and international conventions ratified by Albania, particularly regarding non-refoulement and child protection.
• Preparing technical inputs and recommendations on draft laws and guidance materials relevant to migration processes.
• Developing technical products such as analytical notes and mapping of referral pathways for vulnerable migrants.
• Contributing to monitoring and reporting under the National Strategy on Migration by proposing indicators and documenting progress.
• Conducting consultations and supporting follow-up on monitoring visits to ensure evidence-based recommendations.
• Completing all deliverables as outlined in the Terms of Reference, including an inception note and thematic briefs.
• Submitting monthly reports detailing activities and any issues encountered during the consultancy period.

Required Qualifications:
Candidates must possess a completed advanced degree from an accredited academic institution in Law (preferably migration law or human rights law), International Relations, European Studies, or related fields. Additionally, candidates should have at least 5 years of relevant professional experience in migration governance, border procedures, refugee protection, or related human rights work. A strong knowledge of EU standards and international practices regarding migration is essential, along with demonstrated expertise in vulnerability identification and referral processes. Experience in engaging with local authorities and stakeholders, as well as previous work with UN agencies or international organizations, is highly desirable. Candidates should also have experience in legislative drafting and policy development related to migration and human trafficking prevention.

Educational Background:
The educational background required for this position includes an advanced degree from an accredited institution in relevant fields such as Law, International Relations, or European Studies. Specialization in migration law or human rights law is preferred, as it aligns closely with the responsibilities of the consultant role.

Experience:
The position requires a minimum of 5 years of relevant professional experience. This experience should ideally encompass national or international work in migration governance, border management, refugee protection, or related human rights fields. Candidates should demonstrate a strong understanding of EU standards and international practices regarding migration, as well as experience in legislative drafting and policy development.

Languages:
Fluency in both Albanian and English is mandatory for this position. Strong communication skills in these languages are essential for effective reporting and collaboration with various stakeholders.

Additional Notes:
The consultancy will involve up to 5 working days per week, with a total of 20 working days per month, based at the Ombudsman institution. The consultant will be required to submit a timesheet and periodic reports, which will be verified by the designated official at the Ombudsman institution. IOM covers consultants against occupational accidents and illnesses under its Compensation Plan, but does not provide medical insurance for non-occupational accidents or illnesses. Candidates must provide proof of their own medical insurance before commencing work. The appointment is subject to medical fitness certification and compliance with residency or visa requirements. IOM maintains a zero-tolerance policy on conduct incompatible with its objectives, including discrimination and harassment.
