The OSCE Presence in Albania was established in 1997 with the mission to promote democratization, rule of law, and human rights, as well as to consolidate democratic institutions in accordance with OSCE principles and commitments. The organization operates in various sectors including arms control, trafficking prevention, electoral assistance, anti-corruption initiatives, gender mainstreaming, environmental projects, human rights protection, and legislative and media reform. The OSCE Presence in Albania is involved in capacity-building for law enforcement officials and has a diverse range of activities aimed at enhancing the democratic processes in the country.

Job Overview:
The Project Assistant (G5) position is a fixed-term appointment within the OSCE Presence in Albania, specifically under the security" style="border-bottom: 1px dotted #007bff !important;">Security Cooperation Department. The incumbent will work closely with the National Project Officer and the Project Implementation Team to assist in the execution of the ExB project aimed at reducing the risk of weapon proliferation and misuse of small arms and light weapons in Albania. The role involves a variety of tasks including planning, implementing, monitoring, and evaluating project activities, as well as preparing reports and administrative documents. The Project Assistant will also support the organization of programmatic events, manage travel arrangements for participants, and ensure proper record-keeping within the OSCE's administrative systems. This position requires a proactive approach to project management and a commitment to the OSCE's mission of promoting security and cooperation in the region.

Duties and Responsibilities:
The successful candidate will be responsible for a range of duties including: assisting in the planning and implementation of project activities; preparing drafts of reports and financial documents; supporting the execution of workshops, trainings, and conferences; monitoring project implementation rates and spending patterns; organizing project-related events, including managing logistics such as venue bookings and catering; preparing travel arrangements for participants; conducting research and preparing presentations; taking minutes and drafting notes; assisting in financial and narrative reporting; and providing interpretation and translation services as needed. The Project Assistant will also maintain records, coordinate information sharing, manage stakeholder directories, and ensure effective communication within the project team.

Required Qualifications:
Candidates must have completed secondary education, supplemented with training in administration or project implementation. A minimum of four years of relevant work experience is required, particularly in administrative, project, or office work, including experience in writing project proposals, reports, and evaluations. Proficiency in MS Office and experience with ORACLE applications are essential. Candidates should possess excellent oral and written communication skills in English, strong analytical and interpersonal skills, and a demonstrated ability to work effectively in a diverse team environment while maintaining impartiality and objectivity.

Educational Background:
The educational requirement for this position is a completed secondary education, with additional training in administration or project implementation being highly desirable. A high school diploma or equivalent (GED) is the minimum educational qualification necessary for applicants.

Experience:
The position requires at least four years of related work experience, which should include administrative, project, or office work. Experience in writing project proposals, reports, and evaluations is particularly valuable, especially within international organizations. Candidates should demonstrate a solid understanding of project implementation processes and possess the ability to manage multiple tasks effectively.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required. Knowledge of Albanian is also essential, as the role involves translation and interpretation tasks. Additional language skills may be considered an asset but are not mandatory.

  • The remuneration package is approximately 1,058.25 EURO, subject to national social security deductions, and OSCE salaries are exempt from taxation.
