Job Overview: The Local Consultant position is part of the project 'Strengthening Local Institutional Capacities on Migration in Albania,' which aims to enhance the capacity of local governments to manage migration and diaspora matters effectively. The consultant will work closely with the Municipality of Tirana to implement Standard Operating Procedures (SOPs) related to internal migration, return and reintegration of migrants, and diaspora engagement. The role involves supporting the municipality in developing guidelines and services that are accessible and inclusive, particularly for underrepresented groups such as women and ethnic minorities. The consultant will also facilitate capacity-building activities, promote employment opportunities for internal migrants, and engage with various stakeholders to foster inter-institutional cooperation. This position is crucial for reshaping the narrative on migration in Albania and ensuring that local governments can respond effectively to the challenges posed by migration.
Duties and Responsibilities: The Local Consultant will be responsible for a variety of tasks, including:
Supporting the Municipality of Tirana in implementing SOPs for internal migration, return, and reintegration of migrants, ensuring that these processes are inclusive and accessible.
Assisting in the development of comprehensive guidelines and services that cater to the needs of potential migrants, returned emigrants, and diaspora representatives.
Promoting equal opportunities for all individuals seeking employment, regardless of their background, and ensuring fair treatment in accessing resources and services.
Facilitating communication and cooperation between local government, the business community, and other stakeholders to enhance employment opportunities for the Albanian workforce.
Organizing capacity-building activities and training sessions for local government officials to improve their understanding and implementation of migration-related policies.
Collecting and analyzing data related to internal migration and diaspora engagement, and preparing monthly reports on activities and outcomes.
Supporting outreach and awareness-raising activities to inform the public about migration issues and available services.
Ensuring confidentiality and data protection in handling sensitive information related to migrants and their families.
Building trust and effective communication with stakeholders to foster a supportive environment for migrants.
Required Qualifications: Candidates must possess a completed university degree from an accredited academic institution in social sciences, law, economy, or related fields. Postgraduate studies (Master's or PhD) would be considered an advantage. Additionally, candidates should demonstrate strong communication skills, both written and oral, and the ability to engage with a diverse range of stakeholders, including public authorities, local communities, and the private sector. The ability to maintain accuracy and confidentiality in performing responsibilities is essential, along with strong interpersonal and intercultural skills. Candidates should also exhibit a professional demeanor and a commitment to inclusivity and diversity in their work.
Educational Background: The educational background required for this position includes a completed university degree in social sciences, law, economy, or other related areas. Candidates with postgraduate qualifications, such as a Master's degree or PhD, will have an advantage in the selection process. Experience: Candidates should have at least three years of relevant professional experience, particularly in areas related to migration, employment, or local government. Experience working with governmental or non-governmental organizations on migration issues will be considered an advantage. The ideal candidate will have a proven track record of engaging with various stakeholders and implementing policies or programs that support migration management and community development.
Languages: Fluency in Albanian and English is required for this position, both in oral and written forms. Proficiency in additional languages, such as French or Spanish, would be considered a plus, as IOM's official languages include these. Language skills will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate with diverse groups and stakeholders.
Additional Notes: The engagement of the Local Consultant will be for a duration of up to 11 months, working full-time from Monday to Friday at the Municipality of Tirana. The consultant will closely collaborate with municipal staff assigned to migration and diaspora issues. Performance indicators for evaluating results will include timeliness, responsibility, initiative, communication, and the quality of tasks completed. The appointment is subject to funding confirmation and medical fitness certification. IOM requires vaccination against COVID-19 for personnel hired or engaged by the organization, and consultants must provide proof of medical insurance for non-occupational accidents or illnesses.
