Job Overview:
The Head of Office will be responsible for the overall management and administration of the IOM Albania Office. This includes leading the promotion and implementation of IOM programming in alignment with the organization's policies, standards, and commitments. The position requires close coordination with the Regional Director and Chief of Mission, as well as collaboration with Programme Managers and other units. The Head of Office will supervise various functions including operational, human resources, administrative, financial, and supply chain management, ensuring compliance with IOM's rules and regulations. The role also involves representing IOM in meetings with government authorities, international organizations, NGOs, and other stakeholders, establishing and strengthening relationships in the field of migration management. Additionally, the Head of Office will lead the design and development of new projects, ensuring an integrated, multi-programme approach that focuses on creating conducive conditions for migration management.

Duties and Responsibilities:
The Head of Office will oversee the management of the IOM Albania Office, ensuring effective administration and implementation of IOM's programming. Key responsibilities include:
  • Supervising and managing operational, human resources, administrative, financial, and supply chain functions in accordance with IOM regulations.
  • Leading the recruitment, training, and capacity building of office staff and third-party contractors.
  • Representing IOM in meetings with government authorities, international organizations, and NGOs.
  • Establishing and promoting working relationships with stakeholders in migration management.
  • Designing and developing new projects in coordination with the Chief of Mission and Programme Management counterparts.
  • Ensuring adherence to safety and security" style="border-bottom: 1px dotted #007bff !important;">security procedures for IOM staff and assets.
  • Monitoring the implementation and reporting of all programme activities in line with IOM standards and donor agreements.
  • Advising the Chief of Mission on programme implementation progress, challenges, and opportunities for expansion.
  • Assessing operational challenges and providing expert guidance for programme implementation. 1
  • Maintaining oversight of programme deadlines and reporting requirements. 1
  • Ensuring visibility of IOM and donors as per agreements. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess a Master's degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Management, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with nine years of relevant experience is acceptable. Candidates should have experience in managing humanitarian and complex emergencies at an international level, liaising with government authorities and multi-stakeholders, project development and reporting, and programme implementation, monitoring, and evaluation.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Political or Social Sciences, Humanitarian Affairs, Law, International Relations, or Disaster Risk Management from an accredited academic institution. Alternatively, a University degree in these fields is acceptable if accompanied by additional years of relevant professional experience. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have substantial experience in managing humanitarian, complex, and post-conflict emergencies at an international level. This includes experience in liaising with government authorities, donors, and national/international institutions, as well as experience in project development, reporting, and programme implementation. Familiarity with the region and its specific challenges is also essential.

Languages:
Fluency in Albanian (oral and written) is required for this position. IOM's official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at the professional level. Appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations.
