Job Overview:
The Programme Manager position is crucial for supporting the Albanian reform agenda in the areas of good governance, economic and environmental development. The incumbent will lead a team responsible for implementing the programme, ensuring that it aligns with Albania's evolving needs in reform, public administration, local governance, and sustainable economic development. The role requires strategic planning, project management, and the ability to engage with various stakeholders, including national institutions and international partners. The Programme Manager will also be responsible for developing the department's annual programme, managing budgets, and driving project implementation while monitoring results and identifying risks. This position demands excellent communication skills, the ability to work in a diverse team, and a commitment to gender awareness and sensitivity.

Duties and Responsibilities:
The incumbent will be responsible for several key tasks, including:
  • Programme Management: Developing the department's annual programme and supporting project development, budgets, and expenditures. Driving project implementation and monitoring results while identifying risks and mitigation strategies. Engaging in fundraising for extra-budgetary projects aligned with Albania's reform priorities.
  • Staff Management: Providing leadership and managing departmental staff performance and development. Recruiting staff and supporting the identification of consultants and project staff.
  • Stakeholder Management: Contributing to national and OSCE strategies and policies. Developing and maintaining professional partnerships with national and international stakeholders, including state institutions, civil society, and business associations.
  • Information Management and Policy Leadership: Advising the Head of Presence on issues related to the department's portfolio. Contributing to reports and speeches for senior management. Ensuring high-quality reporting and briefings to stakeholders. Representing the Presence in relevant forums and enhancing its visibility in Albania.
  • Performing any other duties as required.

Required Qualifications:
Candidates must possess excellent physical condition, a valid automobile driving license, and the ability to cope with physical hardship. They should have strong communication, interpersonal, and analytical skills, as well as experience in international or business development, economics, or environmental governance. Professional fluency in English is mandatory, with excellent communication and drafting skills. Candidates should also demonstrate strategic planning and project management skills, along with the ability to develop and sustain professional relationships with various stakeholders.

Educational Background:
A second-level university degree in law, economics, planning, development, environmental studies, or related fields is required. Alternatively, a first-level university degree in the relevant fields combined with two additional years of relevant experience will be accepted in lieu of the second-level degree.

Experience:
A minimum of 6 years of relevant, diversified, and progressively responsible professional experience is required. This experience should be in areas such as good governance, economic and environmental development, anti-corruption, or anti-trafficking, with at least 3 years at the management level relevant to the position.

Languages:
Professional fluency in English is mandatory. Knowledge of additional languages, particularly those relevant to the region, is considered an asset but not required.

This position is an international secondment with a fixed-term contract. The OSCE is committed to diversity and inclusion and encourages applications from qualified candidates of all backgrounds.
