Job Overview: The position of National Expert for Digital Tools Assessment is integral to the project 'Supporting Central and Local Institutions for Inclusive Democratic Processes in Albania: Empowering Women, Youth and Civil Society (Phase 2)'. The expert will be responsible for conducting a comprehensive assessment of digital tools and platforms that can enhance citizen engagement, particularly focusing on youth participation in local governance. This role involves mapping existing digital tools, identifying best practices from both local and international contexts, and providing tailored recommendations for Albanian municipalities. The expert will work closely with civil society organizations, local communities, and municipal stakeholders to ensure that the digital solutions proposed are practical, cost-effective, and adaptable to the varying capacities of different municipalities. The overarching goal is to foster a more inclusive and transparent decision-making process at the local level, thereby strengthening democratic practices in Albania.
Duties and Responsibilities: The National Expert will undertake a series of tasks over a four-month consultancy period. These tasks include conducting desk research to identify and assess at least 15-20 digital tools for citizen engagement, focusing on criteria such as functionality, cost, and accessibility. The expert will also identify best practices from municipalities both in Albania and internationally, documenting the participatory processes and outcomes achieved. An assessment of the current digital landscape in Albanian municipalities will be conducted, identifying gaps and challenges faced by medium and smaller municipalities. The expert will conduct interviews with municipal stakeholders to gather insights on current capacities and barriers to adopting digital tools. Finally, the expert will develop tailored recommendations for 3-5 digital tools suitable for different municipality sizes, along with a comprehensive draft report that consolidates all findings and provides guidance for municipalities on implementation.
Required Qualifications: Candidates must possess a minimum Master’s degree in relevant fields such as Social Sciences, Development Studies, Political Studies, Law, Economy, Public Administration, European Studies, International Cooperation, or Information and Communication Technology. Additionally, candidates should have at least 5 years of experience as a consultant, advisor, or analyst for development organizations, civil society organizations, or state institutions. Demonstrated experience with digital governance, civic technology, and e-participation platforms is essential. Candidates should also have extensive knowledge of the legal and institutional framework related to civil society in Albania, along with contacts and experience working with local civil society organizations focused on youth. Proficiency in conducting desk reviews, focus groups, data analysis, and participatory research methods is required, as well as excellent English drafting and communication skills.
Educational Background: The educational background required for this position includes a Master’s degree in fields such as Social Sciences, Development Studies, Political Studies, Law, Economy, Public Administration, European Studies, International Cooperation, or Information and Communication Technology. This advanced education is crucial as it provides the theoretical and practical knowledge necessary for understanding the complexities of digital governance and citizen engagement.
Experience: The position requires a minimum of 5 years of relevant experience in consulting, advising, or analyzing for development organizations, civil society organizations, or state institutions. This experience should include a strong focus on digital governance and civic technology, as well as familiarity with e-participation platforms and tools for citizen engagement. Candidates should have a proven track record of working with local civil society organizations and understanding the specific challenges and opportunities within the Albanian context.
Languages: Fluency in English is mandatory, as the expert will be required to draft reports and communicate effectively with stakeholders. Knowledge of Albanian is highly desirable, as it will facilitate engagement with local municipalities and civil society organizations. Additional languages relevant to the region may also be considered an asset.
