Job Overview:
The Local Consultant for Migration and Employment will play a crucial role in the project 'Strengthening Local Institutional Capacities on Migration in Albania,' which aims to enhance the capacity of local governments to manage migration and diaspora matters effectively. The consultant will work closely with the Municipality of Tirana to develop and monitor Individual Employment and Education Plans (IEEPs) for potential internal migrants. This position requires a proactive approach to identifying beneficiaries, providing them with essential information about employment opportunities, and facilitating their integration into the labor market. The consultant will also be responsible for collecting data related to internal migration and ensuring that the services provided are accessible and inclusive for all potential migrants, particularly underrepresented groups. The consultant will be engaged for a period of 11 months, working full-time from Monday to Friday, and will report directly to the IOM Project Coordinator.

Duties and Responsibilities:
The Local Consultant will be responsible for a variety of tasks aimed at supporting internal migrants in Albania. Key responsibilities include:
  • Identifying potential beneficiaries and partner municipalities to facilitate the development of Inter-Municipal Pacts for Employment (IMPEs).
  • Supporting the Municipality of Tirana in gathering information to identify internal migrants interested in seasonal work opportunities.
  • Ensuring beneficiaries have access to comprehensive information on employment opportunities across different regions.
  • Establishing contact with interested beneficiaries and maintaining a database of their information, including employment needs and aspirations.
  • Distributing guidance materials tailored to various employment sectors and locations.
  • Conducting individual assessments to identify skill levels and educational needs of potential migrants.
  • Developing personalized roadmaps for improving skills through training and coaching.
  • Assisting in the continuous monitoring of IEEPs for internal migrants.
  • Facilitating access to relevant training and legal support services. 1
  • Providing follow-up support to beneficiaries after seasonal employment to enhance their reintegration. 1
  • Coordinating between sending and hosting municipalities to facilitate integration and collaboration. 1
  • Collecting data related to internal migration at the Municipality of Tirana. The consultant will also be expected to prepare and submit monthly reports detailing activities, accomplishments, and any challenges faced during the consultancy period.

Required Qualifications:
The ideal candidate for the Local Consultant position should possess the following qualifications:
  • A completed university degree from an accredited institution in social sciences, law, economy, education, or related fields.
  • Postgraduate studies (Master's or PhD) would be an advantage.
  • At least 3 years of relevant professional experience, particularly in areas related to migration, employment, or local government.
  • Strong communication skills, both written and oral, with the ability to engage effectively with a diverse range of stakeholders.
  • Proven ability to maintain accuracy and confidentiality in performing responsibilities.
  • Strong interpersonal and intercultural skills, with a keen attention to detail.

Educational Background:
Candidates must have a completed university degree from an accredited academic institution in fields such as social sciences, law, economy, education, or other related areas. Postgraduate studies, such as a Master's degree or PhD, would be considered an advantage and enhance the candidate's profile for this consultancy role.

Experience:
The position requires at least 3 years of relevant professional experience. Candidates with experience related to migration, employment, or local government will have a competitive advantage. The consultant should demonstrate a strong understanding of the challenges and opportunities within the migration context in Albania, as well as the ability to work effectively with various stakeholders, including public authorities, local communities, and the private sector.

Languages:
Fluency in both Albanian and English is required, with strong oral and written communication skills. Proficiency in additional languages would be considered an asset, enhancing the consultant's ability to engage with a broader range of stakeholders and beneficiaries.

Additional Notes:
The consultancy engagement will last for 11 months, requiring full-time commitment from Monday to Friday. The consultant will be based at the Municipality of Tirana and will work closely with municipal staff assigned to migration and diaspora issues. Performance will be evaluated based on timeliness, responsibility, initiative, communication, and the quality of tasks completed. The consultant will be required to submit monthly reports detailing their activities and progress. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents. Candidates should be aware that IOM has a zero-tolerance policy on conduct incompatible with the organization's aims and objectives.
