Job Overview:
The position of Local Consultant is integral to the project 'Strengthening Local Institutional Capacities on Migration in Albania,' which aims to enhance the capacity of local governments to manage migration and diaspora matters effectively. The consultant will work closely with the Municipality of Saranda to implement Standard Operating Procedures (SOPs) related to internal migration, return, and reintegration of migrants, as well as diaspora engagement. The consultant's role will involve supporting the municipality in developing inclusive practices that ensure equal opportunities for all migrants, particularly focusing on underrepresented groups such as women and ethnic minorities. The consultant will also be responsible for facilitating capacity-building activities and ensuring that the municipality's services are accessible and tailored to the needs of diverse migrant populations. This position requires a proactive approach to fostering inter-institutional cooperation and promoting employment opportunities for internal migrants and returned emigrants.

Duties and Responsibilities:
The Local Consultant will be responsible for a variety of tasks, including:
  • Supporting the Municipality of Saranda in implementing new SOPs on internal migration, return, and reintegration of migrants and diaspora engagement.
  • Ensuring that services are accessible and inclusive, particularly for underrepresented groups.
  • Providing individualized support to migrants and their families, helping them navigate the migration process.
  • Promoting equality and non-discrimination in employment opportunities for all individuals.
  • Collaborating with local government, business representatives, and other stakeholders to enhance employment opportunities for the Albanian workforce.
  • Organizing capacity-building activities and training sessions for local government agencies.
  • Collecting and analyzing data related to internal migration and diaspora engagement.
  • Preparing monthly reports detailing activities, accomplishments, and challenges faced in fulfilling the tasks.
  • Engaging in outreach and awareness-raising activities to inform migrants about available services. 1
  • Maintaining confidentiality and ensuring accurate documentation of all interactions with migrants.

Required Qualifications:
Candidates must possess strong communication skills, both written and oral, and the ability to engage with a diverse range of stakeholders, including public authorities, local communities, and the private sector. The consultant should demonstrate a commitment to maintaining confidentiality and accuracy in their work. Additionally, strong interpersonal and intercultural skills are essential, along with a keen attention to detail. The consultant should be adaptable and able to work effectively in a team environment while also being capable of taking initiative and working independently when required.

Educational Background:
A completed university degree from an accredited academic institution in social sciences, law, economy, or related fields is required. Postgraduate studies, such as a Master's or PhD, would be considered an advantage, as they may provide additional insights and expertise relevant to the role.

Experience:
At least three years of relevant professional experience is required for this position. Experience related to migration, employment, or local government will be considered an advantage, as it will provide the consultant with a deeper understanding of the challenges and opportunities within the context of migration management and local governance.

Languages:
Fluency in Albanian and English is mandatory, both in oral and written forms. Proficiency in additional languages, particularly French or Spanish, would be beneficial, as IOM's official languages include these. Language skills will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.

Additional Notes:
The engagement of the Local Consultant will last for 11 months, with a full-time commitment of 8 hours per day, Monday to Friday, based at the Municipality of Saranda. The consultant will work closely with municipal staff assigned to migration and diaspora issues. Performance will be evaluated based on timeliness, responsibility, initiative, communication, and the quality of tasks completed. The consultant will be required to submit monthly reports detailing their activities and progress. IOM provides coverage for occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational incidents. Candidates are responsible for their own medical insurance for non-occupational accidents or illnesses.
