Job Overview:
The Associate Data Specialist position is integral to the UN's efforts in data management and analysis, aimed at supporting decision-making processes within the UN Development System. This role involves the collection, management, processing, and analysis of data using various data processing tools and products. The Associate Data Specialist will work closely with counterparts, technical experts, and partners to develop and manage databases and data collection systems. The position requires a proactive approach to improving statistical efficiency and ensuring the availability of quality data from diverse sources. The incumbent will also engage in capacity-building activities, including training staff on data analytics, thereby contributing to the overall effectiveness of the UN's data-driven initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Associate Data Specialist include:
  • Implementing databases and data collection systems that optimize statistical efficiency and quality.
  • Analyzing and interpreting trends or patterns in data using statistical methods.
  • Improving processes for data analytics tasks and maintaining databases.
  • Developing reports and dashboards to summarize findings for management.
  • Tracking and reporting on progress regarding specific data initiatives.
  • Creating data visualization outputs to aid decision-making.
  • Assisting with data collection and initial analysis for project tasks.
  • Producing data products such as reports or newsletters.
  • Gathering business requirements across departments to support data-driven analysis. 1
  • Compiling data insights and preparing materials for stakeholder communications. 1
  • Staying updated on trends in data analytics best practices and technologies. 1
  • Supporting the preparation and verification of data for model assessments. 1
  • Building staff capacity in data analytics through training and workshops. 1
  • Assisting team members in data verification and routine reporting tasks. 1
  • Performing other related duties as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or a related quantitative field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should demonstrate knowledge in database management and data analysis, with a focus on quality assurance and data validation.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or information systems. A first-level university degree (Bachelor's degree or equivalent) may be accepted if combined with relevant experience, showcasing the candidate's ability to perform the required functions effectively.

Experience:
A minimum of two years of progressively responsible experience in database management and data analysis is required. Candidates should demonstrate their ability to perform quality assurance on data analysis outputs and assess data accuracy through validation processes. Experience with data storytelling and visualization tools such as Tableau, Power BI, Qlik, and R is desirable, as is knowledge of the data life cycle, including data collection, wrangling, analysis, visualization, deployment, monitoring, and reporting.

Languages:
For this position, proficiency in English and Arabic is required. Candidates must meet the UN Language Framework's minimum required level for reading, writing, listening, and speaking in both languages. English is one of the working languages of the United Nations, while Arabic is essential for effective communication in this role.

Additional Notes:
This is a fixed-term appointment limited position, initially for one year, with the possibility of extension subject to availability of funds and budgetary approval. The position is open to nationals of Yemen only, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidates are identified, nationals from Algeria residing elsewhere may be considered, with the candidate responsible for any travel and relocation costs.
