Job Overview: The Programme Coordinator (Programme Support Unit) will work under the direct supervision of the Chief of Mission and in close coordination with Programmes Managers, Heads of Offices, and other relevant units. The primary responsibility of this position is to coordinate and implement Programme Support activities within the Unit. This includes project development, donor liaison activities, and ensuring compliance with IOM’s strategic objectives. The Programme Coordinator will identify project opportunities based on national needs, maintain effective working relationships with donors, and coordinate the design and development of new programs/projects. The role also involves supporting Project Managers in operational, administrative, and financial aspects of ongoing projects, contributing to the development of IOM Yemen's annual consolidated appeal, and ensuring effective communication and reporting to donors and partners.
Duties and Responsibilities: The duties and responsibilities of the Programme Coordinator include:
Coordinating and implementing Programme Support activities, ensuring alignment with IOM’s strategic objectives.
Developing, reviewing, and submitting project proposals and donor reports.
Identifying project opportunities based on national needs and collaborating with relevant units.
Maintaining effective relationships with donors and potential donors.
Coordinating the design and development of new programs/projects.
Ensuring compliance with donor interests and IOM’s Project Handbook Guidance.
Supporting Project Managers in operational, administrative, and financial aspects of projects.
Contributing to the development of IOM Yemen’s annual consolidated appeal and external reporting.
Coordinating with Programme Managers and senior management to draft regular progress reports. 1
Identifying, training, and supervising team members involved in reporting, project development, and monitoring and evaluation. 1
Undertaking duty travel for project/programme assessments and liaising with counterparts and donors. 1
Representing the Chief of Mission in various meetings and ensuring adequate follow-up on strategic inputs and decisions.
Required Qualifications: The position requires a Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates must have experience working in international organizations and knowledge of the UN system, particularly in migration issues, project development, and donor relations. Familiarity with donor funding mechanisms and experience in project development and technical writing are also essential.
Educational Background: Candidates must possess a Master’s degree in a relevant field such as Political or Social Science, Business Administration, International Relations, or Law from an accredited academic institution. Alternatively, a University degree in these fields with additional years of relevant experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have at least five years of relevant professional experience in international organizations, particularly in the field of migration, project development, and administrative and financial management. Experience in donor relations and grant management is crucial, as well as familiarity with Results Based Management approaches and strategic planning. Previous experience in the international development or humanitarian sector is highly desirable.
Languages: Fluency in English (oral and written) is required for this position. Working knowledge of Arabic and another official UN language (such as French, Spanish, Chinese, or Russian) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is a Special Short Term Graded contract for an initial duration of 6 months, with the possibility of extension. The recruitment process is expedited and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments. The position is subject to funding confirmation and may be used to staff similar positions in various duty stations.
