Job Overview: The Head of Resources Management will play a crucial role in overseeing the financial, budgetary, treasury, human resources, supply chain, and ICT activities of the IOM Yemen Country Office and its Sub-Offices. This position requires a strategic leader who can manage and monitor resources effectively, ensuring compliance with donor agreements and IOM regulations. The incumbent will work under the direct supervision of the Chief of Mission and will be responsible for providing regular financial updates, preparing annual budgets, and managing internal controls to safeguard the organization’s assets. The role also involves liaising with donors, managing human resources functions, and representing the organization at UN meetings. The successful candidate will need to demonstrate strong leadership skills and the ability to work under pressure while maintaining high ethical standards.
Duties and Responsibilities:
Supervise and lead the management of treasury operations, including cash flow forecasting and monitoring fund disbursements.
Analyze financial projects and oversee budget control processes, taking proactive measures to prevent deficits.
Provide regular financial updates to the Chief of Mission and Senior Regional Resource Management Officer.
Prepare and coordinate annual budgets for new projects and programs.
Implement and strengthen internal controls to protect the organization’s assets and prevent fraud.
Review payroll allocations and ensure compliance with projectization criteria.
Finalize project and donor financial reports in accordance with established procedures.
Liaise with donors regarding project statuses.
Manage financial accountability for all activities in the Country Office. 1
Review and improve existing systems and procedures for efficiency. 1
Supervise human resources functions and resolve sensitive personnel issues. 1
Manage supply chain services and contracts with suppliers. 1
Represent the organization at UN meetings as required. 1
Serve as Officer-in-Charge in the absence of the Chief of Mission. 1
Perform additional duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree in the same fields with nine years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should have a strong background in financial administration, human resources, and supply chain management, as well as experience with Enterprise Resource Planning systems and emergency operations.
Educational Background: The educational requirements for this position include a Master’s degree in a relevant field such as Finance, Accounting, Business Administration, or Management from an accredited academic institution. Candidates with a University degree in these fields must have a minimum of nine years of relevant professional experience. Professional certifications such as CA, CPA, CIMA, or ACCA are considered an advantage and enhance the candidate's qualifications for the role.
Experience: The ideal candidate should have extensive experience in financial administration, including financial management, accounting, and budgeting. Experience in human resources and supply chain management is also essential. Familiarity with Enterprise Resource Planning systems is required, and experience in emergency operations, monitoring and evaluation, or audit processes is considered an advantage. The candidate should demonstrate the ability to work closely with government and international officials and possess strong judgment and decision-making skills.
Languages: Fluency in English is mandatory for this position, both oral and written. Knowledge of Arabic and/or another official UN language (such as French, Russian, or Spanish) is considered an advantage. IOM's official languages include English, French, and Spanish, and all staff members are expected to communicate effectively in at least one of these languages.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-4 grade level and is a professional recruitment type. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements. IOM has a zero-tolerance policy regarding conduct incompatible with the aims of the United Nations and IOM, including discrimination and harassment.
