  • This reform aims to enhance the effectiveness and efficiency of the UN in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this initiative, led by an empowered UN Resident Coordinator who acts as the highest-ranking official of the UN Development System at the country level. The UN RCO in Yemen is focused on supporting the country in achieving its development priorities and the SDGs.

Job Overview:
The Development Coordination Officer / Economist position is integral to the UN Resident Coordination Office in Yemen. The role involves planning, facilitating, and consolidating evidence-based analysis of the status of the Sustainable Development Goals (SDGs). The officer will provide substantive advice to the Resident Coordinator and the United Nations Country Team (UNCT) on economic transformation, including green and just transitions, digital transformation, and SDG financing. The position requires strong advocacy skills to foster partnerships within the UN System and with national counterparts, including International Financial Institutions (IFIs). The officer will coordinate the development of an integrated SDG programming cycle, ensuring that economic transformation and SDG financing are central to the UNCT's efforts. Knowledge generation and management around these agendas will also be a key responsibility, supporting a shared understanding of sustainable development trends and challenges in Yemen.

Duties and Responsibilities:
  • Conduct evidence-based analysis of the SDGs, providing advice on economic transformation and SDG financing.
  • Support advocacy efforts for partnerships within the UN System and with national counterparts.
  • Coordinate the development of an integrated SDG programming cycle, including roadmaps and reports.
  • Manage knowledge generation around economic transformation and SDG financing.
  • Analyze market trends and provide insights into the Yemen economy.
  • Research and present best practices in economic transformation for sustainable development.
  • Monitor regional and global economic trends and their implications for SDGs.
  • Engage with the private sector to identify SDG financing opportunities.
  • Prepare UN flagship reports on economic transformation and development financing. 1
  • Propose recommendations for enhancing UN support to governmental processes on economic transformation and SDG financing.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in economics. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of seven years of progressively responsible experience in macroeconomic policy, economic research, and analysis in the context of development cooperation is required. Experience in the Middle East, particularly knowledge of the current regional situation and crisis in Yemen, is essential. Familiarity with economies in conflict and the ability to apply development economics theory to specific country contexts is desirable. Experience in developing programs to achieve Sustainable Development Goals or similar strategic objectives is also preferred.

Educational Background:
An advanced university degree (Master's degree or equivalent) in economics is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding complex economic issues and contributing effectively to the UN's development goals.

Experience:
The position requires a minimum of seven years of progressively responsible experience in macroeconomic policy, economic research, and analysis, particularly in the context of development cooperation. Candidates should have experience working in the Middle East and possess knowledge of the current regional situation and crisis in Yemen. Familiarity with economies in conflict is also necessary, along with the ability to apply development economics theory to specific country contexts and conduct high-quality economic development research.

Languages:
The mandatory languages for this position are Arabic and English, both at UN Level II proficiency. French is also a working language of the United Nations Secretariat, but proficiency in French is not mandatory for this position. Candidates must demonstrate their ability to read, write, listen, and speak in both Arabic and English at the required proficiency levels, as outlined by the UN Language Framework.
