Solidarités International (SI) is an international humanitarian aid association that has been operational for over 40 years. The organization focuses on providing assistance to populations affected by armed conflicts and natural disasters, addressing their basic needs for food, water, and shelter. SI is particularly dedicated to combating diseases linked to unsafe water, which is a leading cause of death globally. The organization operates in 26 countries and employs around 3,200 staff members, including expatriates, national staff, and volunteers. Job Overview:
The Administrative Manager will oversee the financial, administrative, and human resources management of the Gaza base. This role involves managing financial, budgetary, and accounting tasks, as well as implementing the national HR policy for local staff. The Administrative Manager will also be responsible for legal and administrative follow-up, working closely with the Field Coordinator to ensure that HR configurations and financial management are efficient and impactful. Given the challenging operational environment in Gaza, the Administrative Manager will need to adapt to rapidly changing circumstances and work to build the capacity of the national team, which has limited humanitarian experience. The position is critical in ensuring that the administrative processes are maintained at a high quality to support the overall mission of SI in the region.

Duties and Responsibilities:
The Administrative Manager's duties include:
  • Financial Management: Overseeing the financial operations of the Gaza base, including budget preparation, financial reporting, and accounting management.
  • HR Management: Implementing and managing the national HR policy, including recruitment, training, and capacity building of national staff.
  • Legal and Administrative Follow-up: Ensuring compliance with local laws and regulations, and managing administrative tasks related to the operation of the base.
  • Team Management: Leading and supporting the administrative team, ensuring effective communication and collaboration.
  • Policy Implementation: Enforcing new policies and regulations, including tax systems and administrative processes.
  • Capacity Building: Enhancing the skills and performance of the national administrative team to improve overall efficiency.
  • Security Management: Navigating the high-security constraints in Gaza and ensuring the safety and well-being of staff.
  • Reporting: Regularly reporting to the Field Coordinator on administrative and financial matters, and providing insights for strategic decision-making.

Required Qualifications:
Candidates must possess strong technical skills in HR and finance management, particularly in challenging and remote environments. A solid command of SI tools such as BFU, SAGA, and HOMERE is essential. Additionally, candidates should have significant experience in team management and capacity building, along with a proven track record in HR practices. Strong organizational, management, and interpersonal skills are also required, along with the ability to work under pressure and adapt to changing circumstances.

Educational Background:
A relevant degree in finance, human resources, business administration, or a related field is required. Candidates should have formal training or certifications in HR management and financial oversight, which will be beneficial in fulfilling the responsibilities of the role.

Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 3-4 years in a similar administrative management position. Experience in managing HR and finance in difficult-to-reach areas is highly desirable, as is experience in team management and capacity building.

Languages:
Fluency in English is mandatory, while proficiency in Arabic is considered a strong asset. The ability to communicate effectively in both languages will be crucial for interacting with local staff and stakeholders.

Additional Notes:
The position is a short-term contract with a desired start date of January 1, 2026, and a mission duration until August 14, 2026, involving three rotations. The role is based in Gaza, specifically in Deir El Balah, where Solidarités International has its office and guesthouse. The salary starts from EUR 2,310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with accommodation costs and travel expenses. The organization offers a comprehensive insurance package covering healthcare expenses, including medical and surgical costs, dental care, and repatriation. Living conditions in Gaza have improved since the ceasefire, but the working environment remains challenging, with high levels of stress and limited opportunities for relaxation.
