Job Overview: The Emergency and Early RecoveryProgram Manager II position at CRS is a critical role that involves leading and managing the Gaza psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">Psychosocial Support (PSS), security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security, and Livelihoods programming. The Program Manager will oversee a multi-donor portfolio and is expected to implement effective systems and processes that support high-quality programming in a dynamic and challenging context. This role requires strong project management skills to ensure that the Country Program delivers impactful emergency response efforts while also focusing on early recovery initiatives. The Program Manager will coordinate closely with various teams, including PSS, food security, and emerging livelihoods, and will collaborate with other sectors such as shelter, WASH, supply chain, and operations. The position demands a proactive approach to project implementation and a commitment to enhancing the quality and effectiveness of the programs offered by CRS in Gaza.
Duties and Responsibilities: The Program Manager will be responsible for providing management, guidance, and technical oversight for all projects within the PSS, Food Security, and Livelihoods portfolio. This includes ensuring that project design, implementation, and close-out adhere to CRS quality principles, donor guidelines, and industry best practices. The role involves managing talent and supervising teams to foster positive dynamics and support staff well-being. The Program Manager will lead the development of program learning, identify opportunities for research and publications, and facilitate the dissemination of best practices. Additionally, the position requires proactive engagement in securing new funding opportunities, overseeing technical assistance and capacity strengthening activities, and ensuring timely project expenditures in line with financial plans. The Program Manager will also be responsible for identifying and strengthening partnerships relevant to the program areas.
Required Qualifications: Candidates must possess a Master's degree in Humanitarian Assistance, International Development, International Relations, or a related field. A minimum of 5 years of experience in relevant field-based project management is required, with at least 3 years in complex emergencies. Experience managing a diverse portfolio of moderately complex projects, preferably within an INGO context, is essential. Preferred qualifications include 8 years of experience in project management, experience working with diverse teams across multiple sectors, and familiarity with logistics and supply chain operations in humanitarian settings. Knowledge of MEAL for learning and adaptive management is also required, along with the ability to use ICT4D tools.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as Humanitarian Assistance, International Development, International Relations, or related disciplines. Additional experience may substitute for some educational requirements, indicating that practical experience in the field can be considered in lieu of formal education.
Experience: The position requires a minimum of 5 years of relevant experience in field-based project management, with a strong preference for candidates who have at least 3 years of experience working in complex emergencies. Candidates with 8 years of experience in project management, particularly in humanitarian or emergency response settings, will be given preference. Experience in managing diverse portfolios and working with various teams across sectors is also highly valued.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Knowledge of Arabic is considered an advantage, as it may facilitate communication and engagement with local communities and stakeholders in Gaza.
Additional Notes: This position is based in Gaza, with the understanding that security conditions may affect the ability to work in the area. The role may require regular travel between Gaza and Jordan/Jerusalem, as well as travel to CRS’ office in Jerusalem. The position includes supervisory responsibilities for staff such as the PSS Senior Project Officer and Food Security Project Officer.
