Job Overview:
The WASH Officer position at UNICEF involves providing technical, operational, and administrative assistance throughout the WASH programming process. Reporting to the WASH Manager, the officer will prepare, manage, and implement various technical and administrative tasks related to the development, implementation, monitoring, and evaluation of WASH output results. The role requires a proactive approach to engage with stakeholders and ensure that every child in the Gaza Strip and the West Bank has access to essential services and protection. The officer will be responsible for drafting updates for WASH situation analysis, preparing technical reports, and contributing to the development of WASH-related strategies. The position also entails monitoring program activities, providing technical support to partners, and ensuring compliance with organizational processes.

Duties and Responsibilities:
  • Programme development and planning: Draft updates for WASH situation analysis, prepare technical reports, and contribute to the establishment of WASH-related outcome and output results.
  • Programme management: Collaborate with colleagues to monitor implementation, prepare sectoral progress reports, and ensure compliance with financial and administrative regulations.
  • Technical support: Undertake field visits, provide operational support to government and NGO partners, and report critical issues to supervisors.
  • Humanitarian preparedness: Draft requisitions for supplies and services, and understand UNICEF’s emergency response procedures.
  • Networking: Build partnerships with stakeholders, draft communication materials for advocacy, and participate in inter-agency meetings.
  • Knowledge management: Assist in developing WASH action research, prepare learning products, and deliver training opportunities for staff.

Required Qualifications:
Candidates must possess a university degree in civil engineering, sanitary engineering, water engineering, or a relevant technical field. Additional relevant post-graduate courses are considered a strong asset. Candidates should demonstrate a commitment to UNICEF’s core values and competencies, including partnership building, ethical awareness, and strategic thinking.

Educational Background:
A university degree in civil engineering, sanitary engineering, water engineering, or another relevant technical field is required. Additional relevant post-graduate courses that complement the main degree are a strong asset.

Experience:
A minimum of two years of professional work experience in WASH-related programmes for developing countries is required. Direct experience in construction project design, supervision, and contract management is considered a strong asset.

Languages:
Fluency in English and Arabic is required for this position. Proficiency in additional languages may be beneficial but is not mandatory.

This position is located in Gaza, and any offer of appointment is subject to the candidate’s ability to take up the position at the duty station within a reasonable period. The role may involve working in an evolving emergency context, where medical facilities may be limited.
