Job Overview:
The Senior Manager, Finance and Operations will lead the financial, operational, and administrative functions of the STRIDES project in Bangladesh. This position reports to the director" style="border-bottom: 1px dotted #007bff !important;">Technical Director and is responsible for ensuring effective financial management practices in compliance with U.S. Government regulations, FHI 360 policies, and local statutory requirements. The role encompasses financial planning, budgeting, forecasting, accounting, and reporting, ensuring accuracy and transparency in financial deliverables. The Senior Manager will also oversee procurement, logistics, subaward management, and compliance, while providing strategic guidance on financial risk management and sustainability. This position is crucial for fostering collaboration across teams and ensuring project activities are implemented efficiently and effectively, adhering to high standards of accountability.

Duties and Responsibilities:
The Senior Manager will lead all aspects of financial management, including planning, budgeting, forecasting, and expenditure monitoring. Responsibilities include preparing financial reports for internal and donor submission, reviewing financial transactions for accuracy, monitoring budget burn rates, and advising on budget realignments. The role also involves overseeing grants, contracts, and subawards, ensuring compliance and performance monitoring, and managing procurement planning and vendor selection. Additionally, the Senior Manager will develop administrative and operational systems to maintain project implementation, supervise administrative staff, and ensure adherence to USG regulations and organizational policies. The position requires facilitating audits, identifying financial risks, and providing capacity building for finance and operations staff.

Required Qualifications:
Candidates must possess a Master’s degree in finance, accounting, business administration, or a related field. Professional certifications such as CPA, ACCA, CMA, CIMA, or CA are highly desirable. A minimum of 8-10 years of relevant experience in financial and operations management within international development projects, particularly those funded by the U.S. Department of State, is required. Candidates should have a solid understanding of USG regulations, experience managing multi-million-dollar budgets, and a strong background in procurement and compliance. Proven experience in team supervision and organizational capacity development is essential, along with proficiency in financial software such as QuickBooks and ERP systems.

Educational Background:
The position requires a Master’s degree in finance, accounting, business administration, or a related field. Additional professional certifications such as CPA, ACCA, CMA, CIMA, or CA are highly desirable and will enhance a candidate's qualifications for this role.

Experience:
Candidates should have a minimum of 8-10 years of relevant experience in financial and operations management, particularly in international development projects. Experience with U.S. Department of State-funded projects is preferred, along with a proven track record of managing large budgets and subawards.

Languages:
Fluency in English and Bangla, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position is contingent upon funding from the Department of State (DOS). The role may require occasional travel to field implementation areas as needed.
