Job Overview: The Associate Director, Finance (ADF) plays a crucial role in providing strategic leadership and comprehensive financial oversight for the Department of State, Regional Strategic Assistance Section: DOS/RSA-funded EpiC Thailand program. This position encompasses both the HIV Epidemic Control and Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security components, ensuring compliance with FHI 360 and US Government regulations. The ADF is responsible for developing financial monitoring and risk management strategies, conducting high-level analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and providing technical guidance. Additionally, the ADF will lead capacity building efforts for internal staff and local subaward partners, serving as a strategic partner to the Country Representative, Regional Office, and Headquarters.
Duties and Responsibilities: The ADF's duties include providing strategic leadership for the EpiC Thailand financial portfolio, which exceeds $5 million annually. Responsibilities involve directing the development of annual project budgets, conducting monthly pipeline analyses, and ensuring compliance with USG rules and regulations. The ADF will oversee financial reporting, manage subawards, and lead financial capacity strengthening strategies for local partners. The role also includes supervising finance staff, managing project operations, and acting as the primary financial liaison for audits. The ADF will prepare fiscal year budgets, maintain financial spreadsheets, and ensure timely submission of financial reports.
Required Qualifications: Candidates must possess comprehensive knowledge of Generally Accepted Accounting Principles (GAAP), budgeting, and fiscal control practices. Expertise in USG financial management regulations is essential, along with proven skills in financial analysis, reporting, and budget development for complex donor-funded projects. Strong leadership abilities, including mentoring and motivating a multidisciplinary team, are required. Proficiency in automated accounting software and advanced skills in Microsoft Excel are necessary, as well as excellent stakeholder management and local compliance knowledge.
Educational Background: A Bachelor's Degree or its International Equivalent in Finance, Business Administration, Accounting, or a related field is required. A Master’s Degree or CPA certification is preferred, indicating a higher level of expertise and commitment to the field.
Experience: The position requires a minimum of 8 years of finance management experience, including at least 3 years in a line management role. Experience working on USG/PEPFAR or Global Health Security projects is also required, demonstrating familiarity with the specific financial and operational challenges in these areas.
Languages: Fluency in written and spoken English and Thai is mandatory, ensuring effective communication with local partners and stakeholders.
