Job Overview: The position of Individual Contractor for Pacific IXP Committee Support involves providing critical support to the Committee's follow-up activities in Samoa. The contractor will facilitate information sharing and enhance awareness among local stakeholders regarding the Pacific Internet Exchange Point (IXP). This role requires attending monthly virtual Committee meetings, providing substantive inputs, and following up on requests from the Committee. The contractor will also be responsible for drafting an action plan that outlines potential key stakeholders in Samoa, assessing the Committee's operational modalities, and conducting a needs assessment study for other South Pacific Island Countries regarding their membership in the Pacific IXP. This position is crucial for promoting digital cooperation and inclusion in the region, aligning with ESCAP's mission to enhance digital connectivity and transformation.
Duties and Responsibilities: The duties and responsibilities of the Individual Contractor include:
Supporting the Committee on follow-up activities in Samoa by attending monthly virtual meetings and providing substantive inputs.
Engaging in dialogue with local stakeholders to promote the Pacific IXP and seek additional members from Samoa.
Drafting a comprehensive action plan (maximum 10 pages) that identifies key stakeholders in Samoa, assesses the Committee’s operational modalities, and outlines financial considerations and recommendations for future operations.
Conducting a needs assessment study (maximum 15 pages) to analyze opportunities and demand for membership in the Pacific IXP from other South Pacific Island Countries, including an assessment of the national ICT sector's gaps and constraints.
Providing clear recommendations for the Pacific IXP Committee based on consultations with local stakeholders and the findings of the needs assessment study.
Required Qualifications: The required qualifications for this position include a Master's degree in Information and Communication Technology (ICT) or a related field. The candidate must have proven experience in the field of ICT or telecommunications specifically within the context of Pacific Island countries. Strong skills in writing and reviewing technical reports are essential, as the contractor will be responsible for drafting significant documents that inform the Committee's decisions and strategies.
Educational Background: Candidates must possess a Master's degree related to ICT or a closely related field. This educational background is crucial for understanding the complexities of digital connectivity and the specific challenges faced by Pacific Island countries in the ICT sector.
Experience: The position requires candidates to have substantial experience in the ICT or telecommunications field, particularly within the Pacific Islands.
