Job Overview:
The Programme Policy Officer – Data Analyst position is crucial for the WFP's operations in Rwanda, focusing on leading data integration activities and supporting the Vulnerability Analysis and Mapping (VAM) initiatives. The role involves working under the direct supervision of the Head of VAM and M&E, and the overall supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and Representative. The officer will be responsible for ensuring that data is effectively gathered, monitored, and utilized to inform decision-making processes within the country office. This position requires a proactive approach to project management, ensuring that data aligns with broader program policies and contributes to the strategic goals of the WFP. The officer will also play a key role in capacity building for WFP staff, partners, and government entities, enhancing their ability to respond to food assistance needs through effective data collection and analysis.

Duties and Responsibilities:
  • Contribute to the development of projects, plans, and processes, ensuring data availability and alignment with wider program policies and guidance.
  • Provide project management support to the country strategic plan activities, ensuring that data gathered in the country office is available on consolidated platforms for effective decision-making.
  • Establish robust data gathering and monitoring systems with rigorous quality standards.
  • Support capacity building of WFP staff, partners, and national government in preparing for and responding to food assistance needs through data collection and analysis.
  • Set up surveys and develop data collection tools, including preparing questionnaires and field materials.
  • Manage database setup and maintenance, ensuring quality and consistency of collected data.
  • Lead data processing, reporting, and dissemination efforts, coordinating data integration and system integration.
  • Conduct basic mapping and geographic information system (GIS) tasks.
  • Train staff and enumerators on data collection methods and tools, including the use of tablets and GPS.

Required Qualifications:
Candidates must possess advanced knowledge of SPSS and databases, particularly SQL Server. Proficiency in Python or R programming is essential, along with strong communication skills and the ability to lead teams. The role requires a solid understanding of data management principles and practices, as well as experience in vulnerability analysis and data analysis. Familiarity with modern data management tools, including Tableau, is advantageous. Candidates should also have experience in providing input into policy discussions and decisions, demonstrating a comprehensive understanding of the humanitarian sector or social science fields.

Educational Background:
An advanced university degree in Computer Sciences, Information and Communication Technology, or a related field is required. Alternatively, a first university degree with additional years of relevant work experience and/or training may be considered. The educational background should provide a strong foundation in data management and analysis, equipping candidates with the necessary skills to excel in this role.

Experience:
A minimum of three years of post-education technical experience in database development and management, vulnerability analysis, or data analysis is required. Candidates should have a proven track record of contributing to the design and implementation of operations and policies, as well as experience in managing data effectively within a humanitarian context. Exposure to modern data management tools and practices is highly desirable.

Languages:
Fluency in both oral and written communication in English is mandatory. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to communicate effectively in diverse environments.

This position is a Service Contract (SC-8) with a duration of 12 months, renewable based on performance and organizational needs. The role is full-time and based in Kigali, Rwanda.
