Job Overview: The consultant will be tasked with upgrading the Disability Management Information System (DMIS) to enhance its functionality and user experience. This upgrade is crucial for incorporating new features such as a Disability Survey Module, improved data migration, integration with key systems, and the development of interactive dashboards for real-time analytics. The consultant will design, develop, test, and deploy the upgraded system, ensuring it meets the needs of persons with disabilities in Rwanda and supports inclusive national development.
Duties and Responsibilities: The consultant's responsibilities include designing and implementing the Disability Survey questionnaire with defined skip logics, automating the computation of disability degrees, and ensuring the visualization of results on the Local Government Portal. They will also design and deploy the DMIS database structure, migrate existing data, configure Single Sign-On (SSO) for user management, integrate DMIS with national systems like the Imibereho Dynamic Social Registry and the National ID System, and develop dashboards and analytical reports to support monitoring and decision-making.
Required Qualifications: Candidates must possess a Master's degree or higher in Computer Science, Computer Engineering, Software Engineering, or Information and Communication Technology. They should have a minimum of eight years of experience in database management (PostgreSQL, MySQL), back-end development (JAVA with Spring Boot), front-end development (Angular Framework), and integrations (RESTful API, KAFKA Streaming technology). Experience working with government systems is considered an asset.
Educational Background: A Master's degree or higher in a relevant field such as Computer Science, Computer Engineering, Software Engineering, or Information and Communication Technology is required for this position. This educational background ensures that the candidate has the necessary theoretical knowledge and practical skills to effectively manage and upgrade the DMIS.
Experience: The position requires a minimum of eight years of relevant experience in database management, software development, and system integration. This level of experience is essential to ensure that the consultant can effectively handle the complexities of upgrading the DMIS and integrating it with existing national systems.
Languages: Fluency in English and Kinyarwanda is mandatory for this position. Knowledge of French is considered an asset, as it may facilitate communication with a broader range of stakeholders and enhance collaboration within the region.
Additional Notes: The consultancy is set for a duration of 12 months, starting from December 2025 to December 2026, with the consultant based in the Ministry of Local Government (MINALOC). The selection process will evaluate technical and financial proposals, with a maximum score distribution of 75% for technical and 25% for financial applications.
