Job Overview:
The Programme Policy Officer for School Feeding will play a crucial role in supporting the Rwanda Country Office’s school feeding activities. This position involves operational coordination and project management support to ensure that school feeding initiatives align with WFP standards and procedures. The selected candidate will be responsible for developing standard operating procedures, contributing to project development, and ensuring rigorous data monitoring and analysis to inform programmatic adjustments. The role also includes preparing reports, liaising with internal counterparts, managing external partnerships, and supporting capacity building efforts for WFP staff and partners. The overarching goal is to enhance the effectiveness of school feeding programs and ensure that they meet the nutritional needs of children in Rwanda.

Duties and Responsibilities:
  • Provide operational coordination and project management support to school feeding activities, ensuring compliance with WFP standards and procedures.
  • Lead the development of standard operating procedures for school feeding operations.
  • Contribute to the development of projects, plans, and processes aligned with program policies relevant to school feeding.
  • Implement data gathering and monitoring systems, ensuring quality standards are maintained and utilizing data for programmatic adjustments.
  • Develop monitoring tools in collaboration with the M&E unit and facilitate key program surveys and data collection activities.
  • Prepare accurate and timely reports on school feeding programs to support informed decision-making.
  • Liaise with internal counterparts to ensure effective collaboration and monitor ongoing projects, leading monthly commodity management meetings.
  • Manage external partnerships, coordinating agreements, reporting, and payments.
  • Support school feeding studies, assessments, and research activities. 1
  • Develop and share knowledge products related to school feeding. 1
  • Assist in capacity building for WFP staff, partners, and national government regarding school feeding needs. 1
  • Provide guidance to support staff and assist with analysis and queries. 1
  • Perform other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field relevant to international development assistance. Alternatively, a first university degree with additional years of related work experience and/or training is acceptable. Candidates should have demonstrated experience in program operations, partnership management, monitoring and reporting, and national development programs, particularly in relation to school feeding, food security, or nutrition. Strong analytical and problem-solving skills are essential, along with the ability to produce high-quality written outputs and present to diverse stakeholders.

Educational Background:
The position requires an advanced university degree in a relevant field such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, or Social Sciences. A first university degree combined with additional years of relevant work experience and/or training may also be considered. This educational background is crucial for understanding the complexities of international development assistance and the specific challenges related to school feeding and nutrition.

Experience:
Candidates should have at least 2 years of relevant postgraduate professional experience in areas such as program operations, partnership management, monitoring and reporting, and national development programs. Experience specifically related to school feeding, food security, or nutrition is highly desirable. The ability to work independently and as part of a team, manage project budgets, and navigate procurement processes is also important.

Languages:
Fluency in both oral and written communication in English and Kinyarwanda is mandatory. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with stakeholders and implement programs.
