Job Overview:
The Human Resources Associate position is crucial for supporting the HR functions within the Country Office (CO) of IOM. This role involves working under the supervision of the Human Resources Officer and the National Human Resources Officer, while also coordinating closely with the Regional Office for MENA in Cairo and relevant units in Headquarters and Administrative Centers. The primary responsibilities include managing recruitment processes, which encompass coordinating the publication of vacancy notices, sorting applications, arranging interviews, and preparing necessary documentation. The associate will also handle pre-employment activities, ensuring that all required documentation is collected and processed efficiently. Additionally, the role requires maintaining data accuracy within the HR system, managing leave quotas, and supporting various HR-related processes such as separations and promotions. The associate will also be responsible for maintaining both electronic and physical HR records, drafting various HR documents, and organizing training and meetings. Overall, the position demands a proactive approach to HR management and a commitment to supporting the organization's mission through effective human resource practices.

Duties and Responsibilities:
The Human Resources Associate will undertake a variety of duties, including but not limited to: coordinating recruitment processes by publishing vacancy notices, sorting applications, arranging interviews, and preparing documentation; carrying out pre-employment activities such as preparing Entry on Duty documentation, coordinating medical exams, and managing orientation sessions; maintaining data accuracy in the HR system, monitoring contractual situations, and generating HR reports; acting as a Timekeeper by managing leave quotas and generating leave-related reports; supporting separation and promotion processes by collecting documentation and obtaining approvals; updating and maintaining electronic and physical archiving systems; drafting employment certificates, notices, and reports; organizing meetings and training activities; and responding to inquiries regarding HR policies and procedures. The associate will also perform other related duties as assigned, demonstrating flexibility and a willingness to adapt to the needs of the organization.

Required Qualifications:
Candidates must possess a High School diploma with four years of relevant experience, or a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with two years of relevant professional experience. It is essential that candidates have proficiency in Microsoft Office applications, experience with ERP systems, and familiarity with leave and time management systems. Prior work experience in international humanitarian organizations or government institutions in a multicultural setting is highly advantageous. Knowledge of UN/international HR policies and processes, as well as experience in preparing HR reports and maintaining accurate HR records, is also required.

Educational Background:
The educational background required for this position includes a High School diploma with four years of relevant experience or a Bachelor’s degree in a relevant field such as Human Resources, Business Administration, or Psychology. Candidates must have graduated from accredited universities recognized by the UNESCO World Higher Education Database, ensuring that their educational qualifications meet international standards.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Bachelor’s degree, or four years of experience if they possess a High School diploma. Experience should include proficiency in Microsoft Office applications, familiarity with ERP systems, and prior work in international humanitarian organizations or government institutions. Candidates should also have experience in managing HR records and filing systems, both physical and digital, and should be comfortable working in a multicultural environment.

Languages:
Fluency in English and Arabic is mandatory for this position, both in oral and written forms. The selection process will specifically evaluate candidates' proficiency in these languages, which may include written and/or oral assessments. While English and Arabic are required, knowledge of additional languages such as French or Spanish, which are also official languages of IOM, would be considered an asset and could enhance a candidate's profile.

Additional Notes:
This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Sudan will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and necessary government authorizations. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
